RECOMMENDATION:
BACKGROUND:
General Management
Staff attended the Northern California Power Agency (NCPA) annual conference in
Napa, CA on September 26th. The District is a member agency of NCPA, benefiting
from their wide range of services offered to public power agencies in Northern
California. The conference offered the opportunity to engage with energy sector
partners and attend presentations exploring subjects such as energy generation and
transmission strategies, investments in infrastructure, and economic impacts. The
conference also provided the opportunity for staff to visit the Geysers Geothermal
Energy Generation Facilities. NCPA and its membership own two generation facilities
within the Geysers geothermal reservoir complex.

As we continue through the drier portion of the water year the production has
increased by 2% when August of 2023 is compared to August of 2024. However, when
August production data for 2024 is compared to the running three-year average, the
production is 15% less.

System Updates
Water Leak at Rainbow Road and Highway 89 on Caltrans Right-of-Way
A water leak at the intersection of Rainbow Road and Highway 89, within the CAL-
TRANS right-of-way, has posed significant challenges due to the depth of the pipeline
casing and the location of the leak inside the casing. The affected pipeline is a critical
part of the water system that supplies the upper zone of Prosser Lake View Estates,
and it cannot be shut off until an alternate supply pipeline is installed 1/4 mile north of
the leak. While CAL-TRANS initially required minimal traffic disruption on Highway 89,
they have now approved an open cut across the highway, with alternating lanes to
manage traffic flow.
The selected repair method is in-situ pipe repair, which involves rehabilitating the
pipeline from within. This method minimizes surface disruption and will not impact traffic
on Highway 89. Full repairs will be conducted next spring once the pipeline is shut
down and the rerouting pipeline is operational.
Close coordination with CAL-TRANS is essential to secure permits and ensure
compliance with environmental and regulatory standards. With CAL-TRANS' updated
approval for traffic modifications and open trenching, the installation of the alternate
supply pipeline can proceed more efficiently. This approach ensures the water supply
remains uninterrupted, minimizes traffic disruptions, and prevents inconvenience to
customers in the affected area.
Capital Improvements:
With the construction season nearing its end, all planned capital projects have been
started, except for the Hirschdale waterline realignment project and the Tank Diving
program, which have historically taken place during the fall.
• Ski Run Tank Replacement: The tank replacement is on schedule and within
budget. The steel construction has been completed. The interior coating process
is 75% complete and the exterior coating process only needs the topcoat. Once
the coating systems have been completed, the disinfection and commissioning
process will proceed. This tank is slated to be put into service this fall.

• Annual Pipeline Replacement Project: The pipeline replacement on
Northwoods Blvd. and asphalt replacement have been completed, and the
contractor has moved on to replacing customer services. This project is slated to
be finished during the week of 9/23/24. This project is on schedule.
• Installation of Emergency Generator Backup at Alder Creek Pump Station:
Staff have completed the engineering for this project and have started installing
the conduit and pads during the week of 9/23/2024. This project is slated to be
finished during the winter of 2024.

Public Information and Strategic Affairs:
The District continues to communicate about all things water as we prepare for the
implementation of the Making Conservation a California Way of Life regulation that
takes effect January 1, 2025. This includes updating the Patricia S. Sutton
conservation garden and associated web page and outreach materials, partnering with
the Town of Truckee on a new water campaign, and participating with Visit Truckee
Tahoe at a Visit California event at their headquarters in Sacramento focused on what
makes Truckee special (Visit Truckee Tahoe chose our outstanding water as one asset
to feature).
District staff attended the Nevada County Environmental Summit on September 6th, the
Placer County Water Agency east-side Board meeting on September 19th, the
quarterly DIPS meeting on September 19th, a Truckee Tahoe Sanitation Agency ribbon

cutting for a new capital project on September 25th, and the NCPA Annual Conference
on September 25-27th. The District also submitted a comment letter to the California
State Water Resources Control Board regarding their draft electric utility wildfire
General Order which, if adopted as currently presented, would impose significant new
permitting requirements and administrative burden while providing limited benefits and
hampering the District's wildfire safety efforts.
