HomeMy WebLinkAboutGlenshire Drive Pipeline Memorandum To: Board of Directors From: Neil Kaufman, Water Systems Engineer Date: May 20, 2002 Subject: Surveying for Glenshire Drive Pipeline West of the Glenshire Drive Bridge BACKGROUND: As a result of the acquisition of Glenshire Mutual water system, it is necessary to construct a pipeline to provide additional water supply to the Glenshire area. For design purposes, the pipeline has been broken into three parts. GLENSHIRE DRIVE WELL TO THE GLENSHIRE DRIVE BRIDGE As discussed at the Board meeting on May 15, a favored alignment has been identified. I had originally contacted Mike Sullivan of Sierra Nevada Civil Engineers (SNCE) to perform the necessary survey work for the design. SNCE performed the surveying for development of the tentative and final maps in this area. Upon further discussion with Mr. Sullivan, it was determined that he is too busy with other work and could not commit to performing the necessary work in a time frame to meet the District's needs. I then contacted Andregg Inc. and requested a proposal to expand the survey work currently being performed along Glenshire Drive to cover the entire pipeline alignment. Andregg has indicated that the work can be performed in a timely manner with delivery of the mapping expected towards the end of June into early July. GLENSHIRE BRIDGE-TRUCKEE RIVER CROSSING Dokken Engineering is currently working on the design of the pipeline across the bridge under a contract previously approved by the Board. GLENSHIRE DRIVE BRIDGE TO THE GLENSHIRE SUBDIVISION As approved at the Board Meeting on May 1, Andregg is currently surveying this portion of the alignment. I am anticipating delivery of the mapping in the middle of June. PERMITTING AND ENVIRONMENTAL REVIEW Garcia and Associates has begun the environmental review for the pipeline. A meeting is scheduled with Lahontan RWQCB for this week to perform a field walk of the alignment. I am anticipating that the draft Initial Study will be presented to the Board at the meeting on June 5. PIPELINE DESIGN I have begun some preliminary design work and specification writing for the pipeline. I am awaiting the final survey work before I can proceed much further. RECOMMENDATION: The District enter into a contract with Andregg Inc. in an amount not to exceed $25,000 for the survey work described in the attached proposal. Our proposed scope of work and estimate of fees are as follows: Tasks -Set&survey aerial targets, obtain aerial photography and provide conventional photogrammetric mapping at a scale of 1"=100' with 2 ft contours. -Locate existing edge of pavement along Glen shire Drive portion of alignment. -Locate all trees larger than 6"DBH within 50 feet of the proposed centerline alignment. - Locate large rock outcroppings within 50 feet of the proposed centerline alignment -Locate surface evidence of utilities along the proposed alignment. -Set stakes at 200 foot intervals along property/centerline of proposed alignment. -Locate edges of the Environmentally Sensitive Area(determined by TDPUD representative) within 50 feet of the centerline alignment -Prepare one legal description and exhibit plat for a Permanent Pipeline Easement crossing Lot 26 of the Boca Sierra Estates Subdivision and one legal description and exhibit plat for a Temporary Construction Easement for the pipeline crossing Lot 26. Total Fees S22,780.00 Mapping deliverables shall be in hardcopy and digital format in AutoCAD standard drawing files in model space rather than paper space,with no XREF.Digital Terrain.Model,(DTM)or Triangulated Irregular Network TIN surfaces,fault,break and boundary lines shall NOT be provided or generated Unless otherwise provided for in tabular and digital format (as an AntoCAD template file),layering,blocks,point codes, line types,text fonts and other drawing standards shall follow the AN"DREGG, INC, standard AutoCAD format which includes separate layers for points, contours,boundaries, text, sewer, storm drain, and other utilities and improvements. The above estimated fees shall not be exceeded without prior authorization from client and shall remain valid for 30 days.
