HomeMy WebLinkAbout4 West End Donner Lake Change Order TDPUD MEMORANDUM November 15, 2002 TO: Board of Directors FROM: Neil Kaufman, Water System Engineer SUBJECT: INSTALLATION OF SERVICES FOR THE WEST END OF DONNER LAKE - CHANGE ORDER #2 AGENDA # BACKGROUND: The Board of Directors previously awarded the Contract for construction of the INSTALLATION OF SERVICES FOR THE WEST END OF DONNER LAKE project to Jaeger Construction. The project has been completed. I am requesting a Change Order to the Contract for issues covered under four general items. Item 1: The contract was based on a unit price bid. The attached table shows the differences between bid totals and the amounts actually constructed. This analysis results in $112,885.00 owed by Jaeger the District. It should be noted that West Reed Avenue was originally included in the Contract but the Contractor was unable to perform the work since SWG did not finish installation of the main line pipe until September. Item 2: Rock was encountered at a few locations throughout the project. Rock excavation is considered Extra Work under the Contract. Jaeger performed rock excavation for a total of 71 .5 hours and is due$14,300 at an hourly rate of $200/hour. Item 3: In Change Order No. 1 , the Board approved an additional $905 per service lateral for laterals installed in Placer County. A total of 40 service laterals were installed in Placer County, resulting in $36,200 due to Jaeger Construction. Item 4: In cases, the existing water main or service lateral was leaking enough that work could not be performed safely without stopping the leak first. This occurred at seven locations and Jaeger is owed $4,343.79 for work performed in repairing leaks on the existing pipelines. Item 5: The Bid Schedule indicates a unit price for the installation of fire hydrants laterals. This unit price covers the hydrant, the lateral valve and a lateral up to 18-feet in length, which the length of a single stick of pipe. For laterals Page 1 -7 longer than 18-feet, the additional length would be paid as an extra. Two laterals exceeded the 18-foot length and Jaeger is owed $884.99 for this work. Item 6: In addition to the additional traffic control and excavation requirements described in Changer Order No. 1 , Placer County required the District to perform at least two compaction tests on each service lateral. This requirement was conveyed to the District after a number the laterals had already been installed in Placer County, The District had the Contractor perform excavations of completed services so that compaction tests could be performed and the results reported to Placer County. Jaeger is owed $1,062.91 for this excavation work Item 7: There are two houses on the south side of Donner Pass Road west of Southshore Drive near the entrance to Wolfe Estates. These houses were fed by services from the back of the properties to Old Highway and Tamarack Drive. The existence of easements for these laterals is undocumented in one case, the lateral was located underneath the house behind it on the adjoining property. The decision was made to connect these houses to the pipeline in Donner Pass Road as opposed to replacing the laterals in the same alignment. In addition, there were two cases where to was necessary to install customer service laterals in order to separate two properties served by the same lateral. In these cases, there was a single pipe from the property line that fed both properties and split at the houses as opposed to the property line. Jaeger is owed $6,630.49 for installation of these laterals. Item 8: Piping was installed along Southshore Drive by Burdick Excavating in 2001. There were four connections between piping installed this year and the work performed by Burdick. Due to some valving problems with the old system (valves that could not be located or did not work), it was necessary to modify these connections. It was also necessary to perform one of these connections twice after it starting leaking due to a thrust restraint configuration problem. This work totaled $12,320.12. Item 9: The Contract Documents called for the to connect to either end of the existing 6-inch pipeline in the Summit Creek Bridge. While constructing these connections, it was necessary to install some additional fittings and remove a concrete slab under the pavement at the south end of the bridge. Jaeger is owed $1,401.13 for this work. Item 10: Due to the proximity of Summit Court to Donner Lake, the Contractor encountered significant amounts of groundwater. The groundwater necessitated the use of additional pumping equipment and shoring to stabilize the excavations. Summit Court also proved problematic since the Page 2 layout of the existing service laterals was highly unusual and the Contractor was forced to perform some exploratory excavations in this high groundwater area just to locate the existing services. It was agreed that groundwater was an unusual condition and the District would compensate Jaeger for some of the additional time and effort expended as a result. Jaeger is owed $3,145.08 for this work. Item 11: There were about 110 single meter boxes left over after the Donner Lake 2001 construction projects that were purchased using Donner Lake funds. The Contract Documents indicated that the District would provide these meter boxes for single services and that the contractor would purchase the meter boxes for double services. A total of 166 single services were installed and it was necessary for the contractor to purchase 56 meter boxes. Jaeger is owed $28,235.75 as reimbursement for these materials. Item 12: There ware three locations where the services were originally laid out as non-traffic rated. However, it was later decided to make them traffic rated. Jaeger is owed $2,565.06 for the purchase and installation of these traffic rated boxes. Item 13: There was one location where it was necessary to relocate a service lateral due to interference from a gas service lateral. The gas service was not identified by USA markings and was unknown until it was hit by the backhoe during excavation. Jaeger is owed $285.58 for this work. RECOMMENDATION: I recommend that the Board authorize Contract Change Order #2, in the amount of a $1 ,510.10 credit to the District from Jaeger Construction. INC. 9 003 The amount of the Contract will be decreased by the sum of $1,510.10 and the Contract Time shall not be extended. The undersigned Contractor approves the foregoing Change Order as to the changes, it any, in the contract price specified for each item including any and all supervision costs and other miscellaneous costs relating to the change in work, and as to the extension of time allowed, if any, for completion of the entire work on account of said Change Order. The Contractor agrees to furnish all labor and materials and perform all other necessary work, inclusive of the directly or indirectly related to the approved time extension, required to complete the Change order items. This document will become a supplement of the contract and all provisions will apply hereto. It is understood that the Change Order shall be effective when approved by the District. Accepted: /Contractor Date: (S aturej Approved: /District Date: (Signature) Page 2 of 2 Agenda Item # Resolution No . 2002 - AUTHORIZING THE ACCEPTANCE OF THE INSTALLATION OF SERVICES FORTH E WEST-END OF DONNER LAKE PROJECT AND DIRECTING FILING OF THE NOTICE OF COMPLETION WHEREAS, the Board of Directors of the Truckee Donner Public Utility District made the determination to undertake the Installation of Services for the West-end of Donner Lake Project; and WHEREAS, Jaeger Construction, was selected by the District to perform the work; and WHEREAS, the District's Water Utility Manager, Ed Taylor, has recommended that the work be accepted by the District; NOW THEREFORE BE IT RESOLVED by the Board of Directors of the District as follows: 1. That the District hereby accepts the Installation of Services for the West-end of Donner Lake Project as complete. 2. That the Clerk of the District be directed to file with the County of Nevada the Notice of Completion, a copy of which is attached hereto. 3. That 35 days following the filing of the Notice of Completion, the 10% retained from the contractor payments be released to the contractor if no claims have been made to the District by material suppliers or laborers.
