HomeMy WebLinkAbout8 Glenshire Pipeline TDPUD MEMORANDUM November 27, 2002 TO: Board of Directors FROM: Neil Kaufman, Water System Engineer SUBJECT: GLENSHIRE TRANSMISSION PIPELINE CHANGE ORDER #1 AGENDA # BACKGROUND: The Board of Directors previously awarded the Contract for construction of the GLENSHIRE TRANSMISSION PIPELINE project to Vulcan Construction. The project has been completed. I am requesting a Change Order to the Contract for issues covered under nine general items. Item 1: The contract was based on a unit price bid. Table 1 shows the differences between bid totals and the amounts actually constructed. This analysis results in a credit of $1,174.10 owed by Vulcan to the District. Item 2: The Bid Documents called for open cut construction across the Environmentally Sensitive Area located from Station 20+85 to Station 21+85 of the pipeline alignment. However, the final permit issued by the Lahontan RWQCB required that the pipeline be installed using trenchless construction methods. Discussions with Vulcan Construction indicated that bore & jack installation of a casing and then installation of the 16-inch pipe inside the casing would be the least expensive option. This additional work totaled $39,301. Item 3: The Bid Documents assumed that the developer for Old Greenwood would install a cross and butterfly valve to serve as the point of connection for the west end of the pipeline. However, the Developer's construction schedule postponed the construction of all water facilities until the Summer of 2003. Therefore, it was necessary for the District's contractor to install the cross. This work involved the purchase and installation of a 16-inch cross, four butterfly valves and some associated fittings. A price of$23,459 was agreed to with Vulcan Construction. Item 4: During excavation to install the pipeline through the Glenshire Drive Bridge, existing 18-inch, 20-foot long casing pipe were discovered at either end of the bridge outside of the bridge abutments. These casings interfered with Page 1 the pipeline construction and were removed by the Contractor and delivered to the District's storage yard on Coldstream Road. Vulcan Construction incurred costs of $3,526.70 in performing this work. Item 5: The Bid Schedule requires the Contractor to provide a unit price for pavement restoration. The unit price is based on a pavement thickness up to 4-inches. The pavement thickness of Glenshire Drive is between 10 and 12 inches in most of the area where the pipeline was constructed. Town of Truckee requirements call for pavement repairs to match the existing pavement thickness, with a maximum of 9-inches. Therefore, it was necessary to install an additional 5 inches of asphalt for most of the project, with an additional 2 inches of asphalt in other areas. A unit price of $1 .00 per inch per square foot was agreed to and Vulcan is due $ 44,784.50 for this additional asphalt work. A breakdown of this amount is shown in Table 2. Item 6: Along Glenshire Drive, it was necessary to perform some rock excavation at some locations in order to excavate the pipeline trench. Rock excavation is considered Extra Work under the Contract. Vulcan performed rock excavation for a total of 49 hours and is due $19,600 at an hourly rate of $400/hour. Item 7: The Contract Documents called for a connection between the new 16-inch pipeline and an existing 8-inch pipeline at the Glenshire Mutual Office. District crews placed USA marks at the proposed location of the tie-in. Upon performing some exploratory excavations, these marks proved incorrect. It was then necessary for Vulcan to perform additional exploratory excavation in order to locate the proper pipeline for the connection. It appears that the District's pipe locating equipment was registering on an abandoned steel water service lateral instead of the 8-inch asbestos-cement main. The additional exploratory excavations involved a backhoe, one operator and a laborer for one day. The cost of this work was $1,404.32. Item 8: At the west end of the Glenshire Drive Bridge, there is an existing duct bank consisting of six 6-inch conduits that crosses the pipeline alignment at an angle of about 20 degrees. The Drawings had indicated that there was only two conduits and not six. As a result, it was necessary to excavate the trench deeper and to install an additional elbow in order to avoid a conflict with the duct bank. Vulcan is due $5,433.54 for this work. Item 9: The Contractor was issued a Notice to Award on August 8, 2002 and mobilized to the site with the intent of commencing work on Monday, August 26, 2002. However, due to delays associated with some permitting and easement issues, the Contractor was unable to function at 100 percent efficiency for a couple of weeks after commencing the project on August 26. The Contractor submitted a claim for reimbursement of equipment rental Page 2 costs for equipment that was idled during this time period. I have reviewed the claim and based on discussions with the Vulcan, an amount of $17,202.04 was agreed upon. RECOMMENDATION: I recommend that the Board authorize Contract Change Order #1, in the amount of a $163,331.88 payment to Vulcan Construction from the District. That the District hereby accepts Glenshire Transmission Pipeline Project as complete. 2. That the Clerk of the District be directed to file with the County of Nevada the Notice of Completion, a copy of which is attached hereto. 3. That 35 days following the filing of the Notice of Completion, the 10% retained from the contractor payments be released to the contractor if no claims have been made to the District by material suppliers or laborers.
