This letter is our propos t to provide professional services related to the preparation of an
Annexation Application Sphcrc of Iufluencc Update?and Master Services Element
update for the Distrint's water service_ Nevada County LAF CO is requiring the
annexation and updates o the sphere documents as a condition of providing permanent
water service to the newly aaluired Glenshire servie .territory. LAFCO is also
requesting that the sphe a of influence and wa ter se ices clement updates reflect the
provision of water servi c to the Donucr Lake sezvic territory.
Scope of Services
We will prepare the T. CO Annexation Application I including attachments. We will
complete the applicatier form and provide the requir' attacluneiils including map of the,
service teuituty, legal d'scriptiion,public notice list,�roperty tax exchange information,
general District informa ion and background,and CE,QA compliance documcntatioa.
This proposal anticipate a legal description of the G enshire.service area will,be
available to be used as the basis for preparation of a map meeting LAPCO and State
Board of Equalization requirements.

The District completed updated Sphcrc of Iufluea ac Repurt in January 1999. The
report included text decc�iptinns and maps of the Dis� ict's existing service area and
anticipated expansions. Ihe report developed"3phcrF horizons"which indicated when
the District predicted ex ansiuu into certain areas would ocetrr. We will make revisions
to the sphere of influenc report and maps to reflect t1le inclusion of the Donner Lake and {
Glenshirc service areas nd adjust spltcrc huriLons as'appropriate,
Nevada County LAFCO Operations Manual,Chaptor,3 Policies and Prucedurrs, provides
a guideline for the prcpatutiun of the Master Services'Hlement including eight "Specific
Element Requirements"which must be contained in the sphere of influence report. We

will update the Master ervices Element in accordance with the Nevada County LAFCO
Operations Manual to i i elude provision of water serrivice to Glenshire and Donner Lake.

We anticipate our repot will be based on information provided by the District and the
former Glen.shire Mutual Water Company. We will provide a draft copy of the
Annexation Application, the Sphere of Influence update including the Master Services
Element update for review by the District and LAFCO. Based on any comments
received, we would maktc necessary levisiuus and provide the report in its final form to
the DistricT.
Schedule of Services '
We anticipate needing approximately eight to ten weeks following the Disttict's
authorization to proceed to prepare the annexation application and updates. This
schedule assumes that the necessary information to be provided by the District will he
available in a timely mazer.
Engineer's Fee
We propusc to provide t e above described services for a fixed fee of$8,500. Our fee
does not include applica lion processing fees which May be charged by LAFCO.

Subject: Consideration of proposal from Dokken Engineering to provide engineering
and construction support for the water line placement in the Glenshire Drive
Bridge.
BACKGROUND:
The Town of Truckee constructed a bridge on Glenshire Drive over the river and the
railroad. The engineering firm who designed and supervised construction of the bridge was
Dokken Engineering. The District contracted with Dokken Engineering during construction of
the bridge to design the openings and supports for a future water main in the bridge. The
District through the Town had the water pipeline openings and supports constructed in the
bridge. A new water main now needs to be placed in the bridge to serve water to the
Glenshire area. Staff is proposing to contract the construction of the water pipeline in the
bridge with the guidance Dokken Engineering.
Staff recommends that a contract be approved in the amount not to exceed of $16,330 with
Dokken Engineering to provide engineering and construction support for the water line
placement in the Glenshire Drive Bridge per the attached proposal.
RECOMMENDATION:
I recommend that the Board approve the proposal from Dokken Engineering to provide
engineering and construction support for the water line placement in the Glenshire Drive
Bridge in the amount not to exceed of$16,330 and authorize the execution of an agreement
for the proposed services.

Reference is made to your letter of January 17, 2002 requesting a proposal for design services.
Dokken Engineering is pleased to submit this proposal, ft is our understanding that the work
requestod is for the portion of pipeline within the structure and that you will be preparing the
larder contract. The PS&E we will be producing will be included within your plan package and bid
with your document.
The design approach we propose will be to first determine if facilities larger than those described
in your letter can be accommodated within the structure. Concurrent with this work will be the
determination of structure adequacy of the bridge to support the pipeline. We will submit a
preliminary study for your review and approval, so that the final pipe sizes can be set before
developing final construction drawings.
Develop construction drawings (plans, sections, elevation and details) and specifications for two
options:
Option 1: 14-inch or 16-inch HOPE pipeline within 18-casing
Option 2: 14-inch or 16-inch ductile iron pipeline without casing
Marty Maechler will be the Project Engineer and Richard Dokken will provide quality control for
this work. We understand that your board will meet on Feb 6 to consider this proposal. We
assume that we can start work based on a phone call from you, in order to complete our work in
time for the proposed advertising date of April 2002. We have assumed that the reviews by the
Town will be done through your office. We have also assumed that all permits and plan check
fees if required will be provided by the Truckee Donner Public Utility District. The fee for this
service is estimated as follows:

exceed amount of $10,930.00 for the design phase and $5,400.00 for the bid and construction

hydrogeologic services for the further development and arsenic problem in the
Glenshire Drive Well.
BACKGROUND:
The District drilled the Glenshire Drive Well in 1996. The well was not developed to the full
capacity. The well produces water that has an arsenic level which meet the requirements at
the time it was put into service (50ppb) but does not meet the new standard (10ppb). The
District needs the increased supply form this well to meet the needs of the east service area
(Glenshire). Staff is proposing to rehabilitate the well with the guidance of David Carlson of
Aqua Hydrogeologic Consulting.
Staff recommends that a contract be approved in the amount not to exceed of$35,277 with
Aqua Hydrogeologic Consulting for hydrogeologic services for the further development and
arsenic problem in the Glenshire Drive Well, per the attached proposal.
RECOMMENDATION.•

RE: Hydrogeologic Consulting Services for rehabilitation supervision and testing of the Glenshire
Drive Production Well
Dear Ed:
As a follow-on to our meeting of Thursday, January 24, 2002, I have prepared the following scope of
work and cost estimate for the providing hydrogeologic consulting services for rehabilitation and testing
of the Glenshire Drive Production Well. The following summarizes the proposed work plan, a detailed
scope of work and cost estimate follows the summary.
• Review the existing well reports and develop a rehabilitation program for increasing the water
production of the Glenshire Drive Production Well.
• Prepare and submit necessary paperwork for obtaining discharge permit from Regional Water
Quality Control Board(Lahontan).
• Provide on-site supervision and data collection during the spinner survey and during the
selective (zone) water quality sampling program.
• If necessary, provide on-site supervision during the swedging of blank casing to prevent arsenic
from coming into the well.
• Supervise and collect data during the pump development and pumping test program.
• Prepare report summarizing all activity containing findings and recommendations.
The above is a brief summary of the activity to be covered under this proposed scope of work. The
following is a more detail summary of each proposed tasks and a cost estimate to perform the
described work.
Scope of Work
Task 1 Report Review with Rehabilitation Recommendation Review the Hydro-Search, Inc.
reports for both the Glenshire Drive exploration and production well. Also, review existing
production pumping data for determining a correlation between the original pumping test
aquifer characteristics and the production pumping aquifer characteristics. This information
will help determine if there is a deterioration in either the aquifer production or well
production.

Task 2 Prepare and submit permit paperwork to Lahontan This task involves the preparation
and submitting of the discharge permit application to the Regional Water Quality Control
Board (Lahontan). It is anticipated that in addition to preparing and submitting the
application,that a meeting will be required to secure the permit.
Task 3 Spinner Survey and Sampling Program This task will involve on-site supervision during
the spinner survey to be conducted on the wellbore after removal of the production pump.
This survey is necessary to determine specific zones which are contributing water
production to the well. After the survey is completed, the data will be evaluated and then
working with Carson Pump personnel a discrete sampling program will be developed.
Through the use of the swab and pumping approximately 300 gpm from each selected
section water quality samples will be collected. Field parameters (temperature, pH, and
EC) of each water sample collected will be performed. The water samples will be
submitted to a certified lab to be tested for arsenic.
Task 4 New Casing Installation This task if necessary, will involve providing on-site supervision
during the swedging of blank casing to the casing section which is contributing arsenic into
the wellbore.
Task 5 Well Development and Testing This task will involve providing on-site supervision and
outlining the pump development and pumping test program which will be conducted after
the completion of Tasks 3 and possibility Task 4. It is anticipated that the pump
development program may require two to three days of constant surge pumping after
installation of chemicals into the wellbore. After the pump development is completed, a
step-drawdown pumping test will be conducted. Data collection during this phase will be
compared with the original step test that was conducted on the well. Data collected during
the test will also be used to calculate well efficiency and determining the constant-discharge
pumping rate. The constant-discharge test will be performed for a minimum three to five
days, after which recovery water level readings will be recorded. The pumping test is
required to determine the long-term production yield effects of the well after redeveloping
the well and possibility placing blank casing in the wellbore opposite arsenic producing
zones.
Task 6 Reporting This task will summarize in a report all of the activity that was completed in
Tasks 1 through 5. In addition, this report will contain water quality results from laboratory
analysis. Results of the pumping test with data analysis will also be presented in the report.
Finally the report will contain a recommendation regarding long-term production yield
potential from the well.

During the sampling, development, and pumping/recovery phases of the rehabilitation program a per
diem allowance has been included in the cost estimate. This will allow the crew to stay in Truckee
rather than drive back to Nevada after pulling their shift.
I have already contacted Dan Trampe at Carson Pump and told him about the tentative schedule to
rehabilitate the Glenshire Drive Well during early March. It is anticipated that the entire well
rehabilitation and retesting program can be completed in approximately two to two and a half weeks.
This time frame will allow for the ordering of the production pump in timely manner, so that it can be
ready for full operation in May, 2002
