Resolution No. 2025 - 19
ADOPTING AMENDMENTS TO THE DISTRICT CODE,
TITLE 5 — CUSTOMER RELATIONS
WHEREAS, the District Code is a compilation of Board approved policies, providing
guidelines and direction as to the manner in which the District manages, operates, and
provides water utility services; and
WHEREAS, review and consideration of the necessary revisions to District Code, Title 5 was
held at the December 4, 2019 Board meeting; and
WHEREAS, the Board of Directors of Truckee Donner Public Utility District has chosen to
amend the District Code Title 5; and
NOW, THEREFORE, THE BOARD OF DIRECTORS OF THE TRUCKEE DONNER PUBLIC
UTILITY DISTRICT DOES RESOLVE AS FOLLOWS:
Section 1. All previously adopted resolutions related to District Code Titles 5 are hereby
rescinded; and
Section 2. That the Board does hereby adopt the amended District Code, Title 5, as follows;
DEFINITIONS & RULES OF INTERPRETATION
GENERAL INFORMATION
5.00.01 Purpose In accordance with the District's mission and consistent with
sound business principles, it is the intent and purpose of this code as set forth
herein, to assure that all customers of the District receive uniform and equitable
consideration when acquiring services.
5.00.02 Protection of Customer Information The District is required to
maintain the personal information of its customers in a secure environment.
The District only shares customer information with third parties when it is
necessary to conduct essential business functions (such as bill processing
services), and in those instances the District holds third party vendors to the
same standards regarding customer information as it holds itself. The District
does not sell, rent, or trade customer personal information to any other third
Party, however, the District may disclosed customer personal information if
required by law.

A customer can request that information contained in their account be opened
to realtors, selling agents, or others by giving written authorization to the
District.
5.00.03 Public Disclosure Customer information including employer,
address, email address, telephone number, credit card number, social security
number, driver's license number, bank account number, and other personal
information are exempt from public disclosure.
5.00.04-04 Definitions The following definitions apply to all chapters of District
Code.
5.00.02-05 Rules of Interpretation
These provisions shall be liberally construed so as to effectively carry out their
purpose in the interest of the public health, safety and welfare.
For the purposes of administration and enforcement of this Code, unless otherwise
stated in this Code, the following rules of interpretation, also known as rules of
construction shall apply to the text of this Code:
• In case of any difference of meaning or implication between the text of this Code
and any caption, illustration, summary table or illustrative table, the text shall
control.
• The word "shall" is always mandatory and not discretionary; the word "may" is
permissive.
• Words used in the present tense shall include the future; and words used in the
singular number shall include the plural and the plural the singular, unless the
context clearly indicates the contrary.
• The phrase "used for" includes "arranged for", "designed for", "maintained for", or
"occupied for".
• The word "person" includes an individual, a corporation, partnership, limited liability
company, association, firm, company, joint venture, trust, governmental entity or
other entity.
• Unless the context clearly indicates the contrary, where a regulation involves two
(2) or more items, conditions, provisions, or events connected by the conjunction
"and", "or" or "either...or", the conjunction shall be interpreted as follows:
• "And" indicates that all the connected terms, conditions, provisions or events shall
apply.
• "Or" indicates that the connected items, conditions, provisions or events may apply
singly or in any combination.
• "Either...or" indicates that the connected items, conditions, provisions or events
shall apply singly but not in combination.
• The word "includes" shall not limit a term to the specific example but is intended to
extend its meaning to all other instances or circumstances of like kind or character.
• Reference to feminine, masculine or neutral gender includes reference to all other

genders.
5.01.010.1 General Each applicant for electric and/or water service from the District
shall complete the necessary application for service and meet the requirements
established by the District. The requirements include:
• A completed signed application submitted either via e-mail, mail, or in
person at the District's office
• Proof of identity valid driver's license, state identification,-_and/or Social
Security Number (SSN)
• Full Name, -Service address and mailing address
• Lease er rental agreement or proof of ownership

• Credit Information
• Load, Voltage, Phase, and the manner in which power will be utilized
• Required documentation must be provided prior to service being
rendered
5.02.010.1(B) C istemers who utilize the District's automated payment program

5.02.010.7 Deposits will be retained for a minimum period of 24 months. If the
customer has established good credit with the District, they will be refunded his-their
deposit after the good credit requirement has been met.
5.07.01 The District will offer Prepaid service to 4-, apD r_customers epee-6—whose
metering infrastructure is in plage to-supports use of the program. Impsemen+ation of
the program shall he at the dicGretien of the General Manager. District customers can
pay their eteEtFiG Se bill in advance of using the Prepaid Service option. This is a
pay as you go program and there is no fee to enroll. Customers enrolling in Prepaid
Service will pay the same usage rates as all other ateother rate payers in the same
customer class as the customer in the Prepaid Service Program. Instead of receiving
a monthly billing, usage is calculated daily and applied towards the prepaid balance.
Prepaid Service customers never pay a deposit or late charge and are not billed
disconnect or reconnect charges if the account runs out of credit.
5.07.02 Residential accounts with remote disconnect / reconnect capability are able
to enroll in the Prepaid program. DOMee+GResidential rates cover single family
residences, apartments, or other living quarters where service is supplied through a
single meter and charged a demeStOG residential rate pursuant to rate section
5.24.010. Requirements to qualify for this service include the following:
• Service provided under the electric rate schedule — permanent (P10 or non-
permanent residents (S10).
• Residence equipped with a meter capable of remote service disconnect and

reconnect.
• Customers must enroll in SmartHub, the District's free online account
management system.
• Current account or Prepaid payment arrangement (5.07.03).
5.07.040.2 Customers changing to Prepaid Service who have an outstanding balance
can set up a Prepaid payment arrangement, at the District's discretion, pursuant to
District process.
5.08.010.6 A fee will be charged to customers for each payment transaction returned
for reasons including non-sufficient funds, closed bank account, incorrect bank
account number or incorrect bank routing number. In the event a Notice to Comply is
delivered due to a returned item, a trip charge will be added to the customer's account.

5.12.010.4 (E)(1) Customers subject to the termination procedure and who have
meters capable of remote disconnect and reconnect shall be disconnected and
reconnected remotely. Fees shall apply for remote doSG RReGtcreconnects.
Customers enrolled in the Prepaid Service program shall not be subject to remote
diSGeRR eGt and reconnect fees.
5.12.010.4(F) Termination will not be made on any Saturday, Sunday, legal holiday or
any time during which the business office of the District is not open. Prepay customers
are subject to termination, 7 days a week.
Section 3. That this resolution shall remain in effect until superseded by another resolution
amending District Code Title 5.
PASSED AND ADOPTED by the Board of Directors at a meeting duly called and held within
the District on the sixteenth day of July, 2025 by the following vote:
