Subject Request for Proposals for Geotechnical Testing Services

During the construction of underground facilities, it is necessary to periodically test the backfill
materials and methods employed by the Contractor. District construction contracts call for the
Contractor to compact trench backfill to either 90 or 95 percent density — 95 percent density is
required for areas under roadways and structures to ensure that they do not settle. District staff
does not have the equipment or the experience necessary to conduct these compaction tests.
In the past, the District has used Joslin Geotechnical for this work. Due to the anticipated
workload this Summer, I would like to continue to use Joslin Geotechnical for the critical
locations such as pump stations and storage tanks.
I would like to issue a request for proposals and then select another company to perform the
testing of pipeline construction.
I anticipate that the selected firm would be involved in testing of pipeline construction at Donner
Lake, Tahoe Donner, the Glenshire transmission pipeline and any other pipeline projects
constructed by the District.
Upon receipt and review of the Proposals, a recommendation would be made to the Board
regarding award of a contract.
Recommendation:
The Board authorize staff to issue a Request for Proposals covering geotechnical testing
services related to pipeline construction.
