Subject: Broadband services
It was suggested at the last Board meeting that the question of the District offering
broadband services be placed on an election ballot so the voters of the District could
decide the issue. The matter is on this agenda so the Directors can discuss the
proposal and make a decision.
Thoughts for your consideration:
1) The beauty of the election is that you would not need to make the decision; it wold be
entirely in the hands of the voters.
2) The down side is that the Board has a great deal of information and the voters do not.
This is why representative government works.
3) People who do not want to buy broadband services from the District do not need to.
They can continue to buy services from other providers, thus voting every day and
changing their votes from time to time as circumstances suggest.
4) There are other ways to gage citizen interest, such as a public hearing or a mailed
survey.

POLICY GUIDELINES FOR
PIPE MATERIAL APPLICATION
SPECIAL CONDITION: As identified by Water System Engineer
1) AGGRESSIVE (CORROSIVE) SOIL CONDITIONS:
If soil conditions are identified that are corrosive in nature, then PVC pipe spldi.
be specified for installation in this area.
2) IRRIGATED AREAS: (Golf Courses) (
If a pipeline is to be installed in an irrigated area, then PVC pipe shad be
specified for installation in this area.
3) CONTAMINATED SOILS:
If a pipeline is to be installed in an area that has a likely potential for
contamination from petroleum products, then Ductile Iron pipe should be
specified for installation in this area. , O"
4) HIGH PRESSURE:
If a pipeline is to be installed in an area that has a potential for operating
pressures to exceed 150 psi, then Ductile Iron pipe should be specified for
installation in this area.
5) SHALLOW BURIAL:
If a pipeline is to be installed in an area were due to alignment conflicts the depth
of cover is less than 4 feet, then Ductile Iron pipe should be specified for
installation in this area.
STANDARD CONSTRUCTION CONDITIONS:
For standard construction condition both PVC Class 150 and Ductile Iron Class
350 pipe will be acceptable for pipeline material.

BACKGROUND:
Staff has reviewed with the Board on three occasions the change of material standards to
include plastic pipe for pipeline material. At the last meeting a presentation by representative
from the Ductile Iron and the Plastic pipe industries was conducted.
The District has chosen to utilize Ductile Iron Pipe for all pipeline replacements in the District.
Staff has review pipeline materials and believes that plastic pipe(PVC)would be an appropriate
pipeline material for pipelines in the District.
RECOMMENDATION:
Staff recommends that the Board adopt a policy approving the use of Plastic pipe (PVC) for
water mains in the District per the attached guidelines.
