Subject: Surveying for Glenshire Drive Pipeline East of the Glenshire Drive Bridge
BACKGROUND:
As part of the consolidation of the TDPUD and Glenshire Mutual water system, it is
necessary to construct a pipeline to provide additional water supply to the Glenshire area.
For design purpose, the pipeline has been broken into three parts.
GLENSHIRE DRIVE WELL TO THE GLENSHIRE DRIVE BRIDGE
Three potential alignments have currently been identified and others are under
consideration. Ed and I are currently working to gather more information regarding these
potential alignments and will return with a recommendation and a request regarding
surveying in the future.
GLENSHIRE BRIDGE-TRUCKEE RIVER CROSSING
Dokken Engineering is currently working on the design of the pipeline across the bridge
under a contract previously approved by the Board.
GLENSHIRE DRIVE BRIDGE TO THE GLENSHIRE SUBDIVISION
Three potential alignments were identified for the area east of the Glenshire Drive Bridge.
These three potential alignments are shown on Figure 1.
• Alignment A runs across property owned by the US Forest Service near the Truckee
River
• Alignment B runs across the adjacent property owned by the San Francisco Bay
Flycasting Club
• Alignment C runs along Glenshire Drive
After meetings with the local manager for the US Forest Service, Alignment A was
considered the least favorable from a permitting and environmental standpoint. A full
Environmental Assessment would be required. Due to the time involved in completing such
a study, and then moving through the public input process, it would not be possible to
construct a pipeline across Forest Service land during 2002. In addition, there may be
Federal regulations prohibiting the District from obtaining an easement because a feasible
alternate route exists nearby.
Telephone conversations were held with a representative of the San Francisco Bay
Flycasting Club. The Flycasting Club expressed a strong reluctance to grant easements to
the District. Furthermore, an initial examination of the property identified areas that might
potentially be considered wetlands and would require further investigation. Construction of a
pipeline across this property might be feasible in 2002, provided that the required
environmental reviews could be completed in a timely manner.
Based on conversations with the local utility companies, it appears that two potential
alignments exist along Glenshire Drive. All of the existing utilities (sewer, power, natural gas
and fiber optics) are located along the edge of pavement on either side of the roadway.
There appears to be a potential alignment that is located outside of the existing utilities.
There not any utilities located directly under the pavement of Glenshire Drive, so this routing
also appears possible, but significantly more expensive due to traffic control and pavement
restoration issues. Considering that Glenshire Drive is an existing roadway, it is anticipated
that a Negative Declaration or Mitigated Negative Declaration can be achieved and that
appropriate mitigation measures can be incorporated into the pipeline design.
Andregg, Inc. previously performed topographic surveys and aerial mapping of this area as
part of the Truckee River Legacy Trail and has numerous survey control points in the area.

I am recommending that District enter into a contract with Andregg Inc. in an amount not to
exceed $21,800 for the survey work described in the attached proposal. The $21,800 is
based on the proposed amount of $19,810 plus a 10% contingency. This survey work will
allow the District to completely define the locations of existing utilities and the edge of right-
of-way for Alignment C and determine if adequate space exists for a pipeline, or if it will be
necessary to construct the pipeline within the Glenshire Drive pavement section. This
survey would also be used as the basis for the pipeline design along this alignment.

As requested per our phone conversation and your fax this date,herewith is our revised proposal for
surveying and mapping to locate all visible utilities within the apparent right-of-way of Glenshire Road from
300 feet West of the bridge crossing the Truckee River to the intersection at Dorchester Drive in the
Glenshire subdivision,approximately 5900 feet.
The horizontal datum shall be NAD83 (1991.35)California State Plane Coordinate System,Zone 2 and
the vertical datum shall be NGVD29 and shall match the mapping previously done for the proposed
Truckee River Bike Trail.
Task 1-Utility Locations Suryev
Survey the position of all visible utilities,culvert crossings and inverts and USA pre-marks for
underground utilities along the route.No manholes to be opened or inverts to be measured. Utility
positions and descriptions shall be plotted in AutoCAD drawing file suitable to overlay onto the
Truckee River Bike Trail mapping.

The above estimated fees shall not be exceeded without prior authorization from client and shall remain
valid for 30 days.
Our current schedule would enable us to begin work within 10 days of your notice to proceed,weather
permitting, and be completed within 30 days thereafter. If you would like us to proceed,please sign and
return one copy of this letter agreeing to the scope of work,the fee, and the"Standard Provisions of
Agreement Between Client and Consultant" attached hereto.
