Two Addenda were issued for this project, covering the following issues: • Clarification of requirements regarding blasting and rock excavation. • Notice to Contractor regarding coordination with Southwest Gas. • Notice to Contractor regarding Kinder Morgan high-pressure petroleum pipeline. • Inclusion of permits from Town of Truckee and Truckee Sanitary District. • Note to Contractor that District will provide meter boxes for single services. (Note: District has about 100 meter boxes remaining from 2001 that were purchased using Donner Lake funds.) • Option of installing service laterals using trenchless construction methods. On April 9, Bids were received and opened. Staff has totaled and reviewed all bids. RECOMMENDATION: Award the INSTALLATION OF SERVICES FOR THE WEST END OF DONNER LAKE project, as modified by two Addenda prior to the Bid Opening, to Jaeger Construction, in the amount of $1,052,014.00. One addendum was issued for this contract covering the addition of PVC pipe as an alternate pipe material. On April 11, Bids were received and opened. Staff has totaled and reviewed all bids. RECOMMENDATION: Award the DONNER LAKE PIPELINE MATERIALS PURCHASE — 2002 contract, as modified by one Addendum prior to the Bid Opening, to Camellia Valley Supply in the amount of$249,532.89. One Addendum was issued for this project, covering the issues regarding MBENVBE subcontractors. On April 11, Bids were received and opened. Only one bid was received for this contract. The bid was for a total of $542,871.00 by Hansen Brothers of Grass Valley, CA. This Bid was significantly higher than anticipated. RECOMMENDATION: The Board reject the Bid on the basis that accepting the Bid and entering into a contract with Hansen Brothers would not be in the best interest of the District. AMERT 111 IUI A �� �x Public District Memorandum To: Board of Directors From: Neil Kaufman, Water Systems Engineer Date: April 26, 2002 Subject: AGREEMENT WITH SOUTHWEST GAS FOR JOINT INSTALLATION OF WATER AND NATURAL PIPING BACKGROUND: In order to minimize disruption to the general public and to provide a more economical water pipeline installation, Water Department staff have been holding discussions with Southwest in regards to the joint installation of water and natural gas pipelines. During the Summer of 2001, the District and Southwest Gas jointly installed water and natural piping along the west end of Donner Lake. During that work, Southwest Gas served as the lead agency and performed the trench excavation, trench backfill and pavement restoration activities. Longo Construction was awarded a contract by the District to install pipe in the trench excavated by Southwest Gas. District staff proceeded to prepare Contract Documents and Advertise for Bids based on a similar construction methodology. However, due to the narrow streets on the north side of Donner Lake, it is difficult to accommodate a second contractor and consequently the Bid Prices received from contracts and Southwest Gas were higher than anticipated. District staff then held further discussions with Southwest Gas and determined that the overall construction costs could be reduced by about $20 per foot if Southwest Gas were to install the pipeline. It is also expected that the construction will proceed faster without the coordination and time requirements associated with a second contractor. The District will incur additional costs in regards to construction inspection, supervision and testing, result in an overall savings of about $15 per foot. The attached Draft Agreement with Southwest Gas represents the results of these discussions. Attached are the Terms and Conditions with Exhibits "A", `B" and "C" which are the project drawings designating the approximate location of the joint trench area and the associated trench cross section. By signing this Letter Agreement, TDPUD agrees to the Terms and Conditions and Exhibits included herewith. Scheduling of TDPUD's pipe installation must be coordinated between TDPUD and SWG or its subcontractor. Please have an authorized person sign this Letter Agreement, initial the Attachments, and return the document to me. GENERAL DESCRIPTION Work to be performed under this Agreement is for Southwest Gas Corporation (SWG) or its sub-contractor to provide approximately 25,000 lineal feet of joint trench, and labor for the installation of water lines under the direction of the Truckee Donner Public Utility District (TDPUD), Attachments A, B, and C to these Terms and Conditions detail the location of the joint trench areas (listed below) and the associated trench cross sections. 1.1 Location A: The northeast Donner Lake area includes Olympic Drive, Sierra Drive, Mogul Way, Moraine Road, Rock Street, and Summit Drive_ 1.2 Location B: The central Donner Lake area includes Robin Lane, Blue Jay Lane, Chic-A-Dee Lane, Tanager Lane, and Oriole Lane. 1.3 Location C: The northwest Donner Lake area includes Denton Avenue, Reed Avenue East, Reed Avenue West, Pioneer Drive, Donner Avenue, James Avenue, Eddy Avenue, and Patty Avenue. 2. SCOPE OF WORK/CONSTRUCTION SCHEDULE 2.1 SWG or its subcontractor will provide trenching for the joint installation of SWG facilities and TDPUD water lines. 2.2 SWG or its subcontractor will provide labor to construct 8-inch and 12- inch water lines per the trench detail on Exhibits A, B and C under the direction and oversight of TDPUD personnel. TDPUD shall provide all specifications, materials, appurtenances, and on-going and final inspection as required to install the water lines in trenching occupied by SWG's facilities. 2.3 If TDPUD requires labor or equipment for the installation of additional facilities above and beyond the water line installation, separate negotiations will be required for each addition. 2.4 Work shall commence on or about May 13, 2002 and be completed no later than October 15, 2002. SWG assumes no responsibility for acquisition, delivery, fabrication, installation, or integrity of TDPUD facilities installed in the joint-use trench. 4. TDPUD REQUIREMENTS The water lines will be installed per the trench detail provided in Exhibits A, B and C. TDPUD shall provide on-site direction for the installation its water facilities by SWG or its subcontractor, and assume full responsibility for the installation, inspection and overall integrity of TDPUD facilities installed in the joint use trench. 5. COORDINATION 5.1 In the event TDPUD's &-inch or 12-inch pipe and materials are not ready for installation at the time the gas line is installed, the trench will be completed without the proposed TDPUD pipe. TDPUD shall be responsible for payments specked in this Agreement, even if the trench is completed without the installation of TDPUD pipe due to TDPUD's delays or failure to provide materials. SWG assumes no liability whatsoever for any TDPUD facilities. 5.2 Scheduling of TDPUD's pipe installation must be coordinated between TDPUD and SWG or its subcontractor. TDPUD shall be responsible for all materials, inspection and acceptance of its facilities. TDPUD shall provide direction for the installation of TDPUD facilities on site, and shall assume full responsibility for the quality of installation. 5.3 TDPUD shall perform all necessary testing and chlorinating of its facilities. This Agreement does not include re-excavating for tie-ins after backfilling. All materials to install the 8-inch and 12-inch pipe shall be supplied by TDPUD (i.e. fused pipe, end caps, locator wire, eta) If a leak or other problem occurs during installation, TDPUD shall be responsible for all repairs, testing, etc. 5.4 Should complications arise beyond the anticipated scope of construction, additional costs will be negotiated at the time they occur. Such complications include, but are not limited to, the inability to obtain adequate trench depth for any reason and unanticipated environmental negotiated at the time complications occur, this Agreement shall terminate immediately. TRENCH & INSTALLATION PRICING 6.1 Trench pricing is contingent upon the ability to pump any groundwater encountered into the TSD sanitary sewer system. Additional costs will be negotiated if more than one pump is required per 200 feet of trench, or if haul-off of groundwater is required. The price includes shoring, plating, and traffic control. 6.2 Costs of any trench boxes or additional de-watering equipment will be reimbursed by TDPUD to SWG at cost plus 10 percent. SWG will invoice TDPUD as the Work is completed and shall be paid by TDPUD within 30 days of the invoice date. 6.3 The costs to providejoint trench and laborto install the TDPUD water lines will be reimbursed to by TDPUD to SWG according to the following schedule: Trench Description Cost/Ft. Provide trench and labor for one 8-inch water line $47.451LF Provide trench and labor for one 12-inch water line $50.45/1-F 6.4 Any additional cost for extra depth of trench will be reimbursed by TDPUD to SWG according to the following schedule: Depth to Top of Additional Water Line Cost per Foot 5 Feet $3.75 6 Feet $5.45 7 Feet $7-25 8 Feet $9.50 9 Feet $12.00 7. INDEMNIFICATION As a material consideration for this Agreement, TDPUD agrees to release, defend, indemnify, and hold harmless SWG, its directors, officers, agents, and employees from and against any and all claims, demands, losses, damages, causes of action, suits, and liabilities of every kind (including reasonable attorneys' fees, court costs, and other expenses related thereto) for injury to or death of any person or for loss of or damage to any property, arising out of or as a resulting from the installation, operation, maintenance, or integrity of TDPUD's water lines and associated facilities.
