Subject: Tahoe Donner Pipeline Replacement Project
The Tahoe Donner Pipeline Replacement Project is complete. It is time for the board to
consider a closeout change order and a resolution accepting the project.
This project resulted in replacement of leaking six-inch water mains with new eight-inch
water mains on portions of Skislope Way, Pinnacle Loop, Northwoods Boulevard, Saint
Moritz, Gyrfalcon, and across the Golf Course third fairway in Tahoe Donner. We also
replaced a leaking portion of the water main on Old Mill Road in Sierra Meadows.
Attached for your review are the change order and resolution.
Recommodation:
a) Consideration of contract change order Number 1 to the Tahoe Donner Pipeline
Replacement Project— 2002
b) Consideration of a resolution accepting the Tahoe Donner Pipeline Replacement
Project—2002 as complete and authorizing the filing of the notice of completion.

BACKGROUND:
The Board of Directors previously awarded the Contract for construction of the TAHOE
DONNER PIPELINE REPLACEMENT — 2002 project to S&R Snow Removal and
Excavation. The project has been completed. I am requesting a Change Order to the
Contract for issues covered under four general items.
Item 1: The contract was based on a unit price bid. The attached table shows the
differences between bid totals and the amounts actually constructed. This
analysis results in $33,087.86 owed to S&R from to the District.
Item 2: Along St. Moritz Lane, it was necessary to perform some blasting in order to
remove some large boulders along the pipeline alignment. Blasting is
considered Extra Work under the Contract and S&R is due $3,135.50 form
this extra work.
Item 3: The Bid Schedule requires the Contractor to provide a unit price for
pavement restoration. The unit price is based on a pavement thickness up to
4-inches. There were two locations where it was necessary to place 6-
inches of pavement to meet Town of Truckee requirements. These locations
cover 2,573 square feet and S&R is due $4,477.02 based on an additional
cost of $1.74 per square foot.
Item 4: There were eight service laterals within the project area that had been
previously replaced by District crews or property owners. At these locations
S&R only had to connect the existing service lateral to the new pipeline.
There was not an item in the Bid Schedule to cover this work and a unit price
of $360 per location was agreed to with S&R. Therefore, S&R is owed
$2,880 for this work.

RECOMMENDATION:
I recommend that the Board authorize Contract Change Order #1, in the amount of a
$43,580.38 payment to S&R from the District.

This Change Order covers changes to the subject Contract as described herein. The Contractor shall construct,
furnish equipment and materials, and perform all work as necessary or required to complete the Change Order
Items for a lump sum price agreed upon between the Contractor and District.

The amount of the Contract will be increased by the sum of $43,580.38 and the Contract Time shall not be
extended. The undersigned Contractor approves the foregoing Change Order as to the changes, if any, in the
contract price specified for each item including any and all supervision costs and other miscellaneous costs relating
to the change in work, and as to the extension of time allowed, if any, for completion of the entire work on account
of said Change Order. The Contractor agrees to furnish all labor and materials and perform all other necessary
work, inclusive of the directly or indirectly related to the approved time extension, required to complete the Change
order items. This document will become a supplement of the contract and all provisions will apply hereto. It is
understood that the Change Order shall be effective when approved by the District.

AUTHORIZING THE ACCEPTANCE OF THE TAHOE DONNER PIPELINE REPLACEMENT
PROJECT - 2002 AND DIRECTING FILING OF THE NOTICE OF COMPLETION
WHEREAS, the Board of Directors of the Truckee Donner Public Utility District made the
determination to undertake the Tahoe Donner Pipeline Replacement Project- 2002; and
WHEREAS, S&R Snow Removal & Excavation, was selected by the District to perform the work;
and
WHEREAS, the District's Water Utility Manager, Ed Taylor, has recommended that the work be
accepted by the District;
NOW THEREFORE BE IT RESOLVED by the Board of Directors of the District as follows:
1. That the District hereby accepts the Tahoe Donner Pipeline Replacement Project as complete.
2. That the Clerk of the District be directed to file with the County of Nevada the Notice of
Completion, a copy of which is attached hereto.
3. That 35 days following the filing of the Notice of Completion, the 10% retained from the
contractor payments be released to the contractor if no claims have been made to the District
by material suppliers or laborers.
PASSED AND ADOPTED by the Board of Directors at a meeting duly called and held within the
District on the 4r" day of September 2002 by the following roll call vote:

to a resolution of the Truckee Donner Public Utility District, the awarding authority.
