BACKGROUND:
The Board of Directors previously awarded the Contract for construction of the
INSTALLATION OF SERVICES FOR THE WEST END OF DONNER LAKE project to
Jaeger Construction. We are beginning work in the Placer County portion of the project
and the Placer County Department of Public Works has imposed two significantly different
requirements on trench excavation and backfill than those of the Town.
1) Placer County will not allow excavation spoils to be piled on the roadway surface.
All spoil materials must be placed directly into trucks for removal from the site.
Jaeger has been functioning with two and three separate crews installing services
simultaneously. Within the Town, a single dump truck has been adequate to
support all three crews. It will be necessary to provide each crew with a separate
truck based on Placer County requirements.
2) Placer County requires that the entire trench above the pipe zone be backfilled with
aggregate base. Placer County does allow the use of screen native material for any
portion of the pipe trench. In addition, Placer County has only approved the use of
aggregate base from the Teichert facility. Aggregate base from the Martin Marietta
and Joy facilities is not acceptable to Placer County.
Jaeger has been purchasing material from the Martin Marietta facility. Material from
the Teichert facility is significantly more expensive than the other two facilities.
In addition, the main line pipe in Placer County was installed this year and there are not
any service saddles currently installed. Saddles were installed on the pipes installed last
year. Saddles have been purchased by the District and will be provided to Jaeger. There
is some additional labor and excavation associated with installing the saddles.
Jaeger Construction has provided a unit price of an additional $905 per service lateral to
cover the three issues described above. This $905 cost is based on an average length
service and the cost to the District will not vary with the actual length of the service.

RECOMMENDATION:
I estimate that there are a total of 50 services that will be subject to the additional
requirements from Placer County. I do not have an exact count at this time. Therefore,the
estimated total impact is $45,250.
However, I would like the change order to be based on the unit price of $905 per service
since the total of 50 is only an estimate.
