SUBJECT: STATE REVOLVING FUND APPLICATION ASSISTANCE -
PROPOSAL FOR PROFESSIONAL SERVICES
Dear Peter:
This letter is our proposal to provide professional services related to assisting the District
in the preparation of the State Revolving Fund(SRF) application for the Donner Lake
water system. The District has been involved in the SRF application process since taking
over the Donner Lake system in 2001, and although a lot of work has been done,there is
still significant work remaining to compile a complete application package. We propose;
working with District staff, to prepare the final documents and reports necessary to
complete the SRF application package.
Scope of Services
The SRF application package includes a number of different elements. The elements of
the District's application are in various stages of completion. We will assist the District
in completing all of the application elements. These include:
► Engineering Report- We will complete the Engineering Report for the
rehabilitation of the Donner Lake water system. This will combine work
previously done by our office and work being completed by District staff into a
comprehensive report covering the proposed improvements.
► Technical Report - The Technical Report is a review and evaluation of the
Engineering Report and other application information to determine if the
proposed project meets State requirements for eligibility for SRF funding. We
will prepare the Technical Report and coordinate the submittal and review with
the State Department of Health Services (DHS).
► Environmental Clearances - We will coordinate with the District and the DHS
Environmental Review Unit to finalize any environmental clearances which may
be outstanding.

► Technical/Financial/Management Capacity Assessment- The District has
completed certain mandatory elements of the TMF Capacity Assessment.
Additional work will be needed to comply with TMF Capacity Assessment
requirements during the course of the SRF funding program. We will assist the
District in preparing documentation and reports to comply with TMF Capacity
Assessment requirements.
► Agency Coordination- We will work with the District, consultants, and several
State agency representatives from the Department of Health Services and
Department of Water Resources in processing the SRF application. We will
coordinate submittal of application documentation, respond to comments and
requests from agency representatives, attend meetings, and provide other ancillary
tasks as requested by the District.
Schedule of Services
Given the inherent complexities in processing an SRF application, it is difficult to
provide a meaningful schedule for completion of the process. Compounding the situation
is the fact that DHS is cutting back on staffing and much work previously done by DHS
staff is now the responsibility of the applicant. We anticipate starting immediately upon
authorization from the District.
Engineer's Fee
Because of the uncertainties in determining precisely the amount of work which will be
required to complete the application, we are proposing to provide the services listed
above on a time and expenses basis in accordance with the attached rate schedule. I
would recommend an estimated budget not to exceed $20,000 without further
authorization from the District.

FEESCHEDULE
January 1, 2002
1. The following are hourly rates for professional services. Overtime and weekend hours are
billed at time-and-a-half. Evening meetings are not considered overtime unless the total daily
hours exceed eight.
Senior Engineer (Registered) $ 95.00/hour
Associate Engineer (Registered) 85.00/hour
Assistant Engineer (E.I.T.) 75.00/hour
Technician, Construction Inspector 60.00/hour
Clerical 35.00/hour
Expert Witness/Litigation Consulting 150.00/hour
II. Consultant will remain the judge of the level of qualification required to complete a given
task. In addition to the above, all expenses(telephone,postage,materials,blueprints, xerox
copies, etc.) will be billed directly, at a rate of cost plus 15%. Consultant reserves the right
to utilize sub-consultants when necessary.
III. Clients arerequested to contract directly with the vendors of significant outside services,such
as soils engineering,aerial photography,title work, and so on. In the event that client wishes
to retain the above services utilizing consultant as a billing agent,advance payment ofthe sub-
consultant's fee is required. A service charge of 15% per billing will also be assessed.
IV. Mileage will be billed at a rate of$0.35 per mile.
