Subject: Bid Award for Test Well Drilling at Alder Drive Area.
BACKGROUND:
The Board authorization staff to advertise for and accept and open bids for the drilling of test
well with a bid opening date of August 1, 2002. A total of three bids were received. Attached
is a summary showing the bid details. This bid is for the drilling a test well at Alder Drive. .
The low bidder is Humboldt Drilling & Pump Co. of Winnemucca, Nevada. We have
reviewed all of the bids and determined that the low bid is responsive to the contract
requirements. The State Contractor's License Board advises that the low bidder's
Contractor's License is current and active.
RECOMMENDATION:
I recommend that the Board award the contract for drilling of a test wells for$130,075.00 to
Humboldt Drilling & Pump Co. of Winnemucca, Nevada.

Subject: Consideration of Contract for services from Aqua Hydrogeologic Consulting to
provide supervision and testing services for the Alder Drive Test Well.
BACKGROUND:
The District staff has identified the need for additional water source. The District conducted
geophysical testing to determine locations for new water sources. The next step in the
process to develop additional water supply is to drill a test well to determine the quantity and
quality of water available. Staff is proposing to drill a test well with the guidance of David
Carlson of Aqua Hydrogeologic Consulting.
RECOMMENDATION:
I recommend that the Board approve a contract for services from Aqua Hydrogeologic
Consulting in an amount not to exceed$29,106 to provide supervision and testing services
for the Alder Drive Test Well and authorize the execution of an agreement for the proposed
services.

RE: Scope of Work and Cost Estimate for Hydrogeologic Consulting Services for the supervision
and data collection during the drilling and testing of the exploration/test well to be constructed
north of Alder Drive opposite the proposed Truckee School
Dear Ed:
I am pleased to present this scope of work and cost estimate for the supervision and data collection
during the drilling, construction, and testing of the proposed exploration/test well to be constructed
north of Alder Drive across from the proposed school site. The following summarizes the proposed
work plan, a detailed scope of work and cost estimate follows the summary.
• Provide on-site supervision during the drilling, construction, and testing of the proposed well
• Evaluate data collected and design water quality sampling program
• Supervision pumping test program and evaluate data
• Prepare the report summarizing all activity containing findings and recommendations.
The above is a brief summary of the activity to be covered under this proposed scope of work. The
following is a more detail summary of each proposed task and a cost estimate to perform the described
work.
Scope of Work
Task I During Task 1, AquA personnel will provide field supervision and data collection during the
drilling, design, and construction of the exploration/test well. These activities will include
geologic logging of the borehole to an estimated depth of 1,000 feet, accounting for drilling
material used, recording drill rig activity, logging the time of the drilling personnel, evaluation
of downhole geophysical survey, design test well construction after reviewing geologic data
collected and geophysical survey. AquA will supervise casing installation, gravel pack, and
cement seal. Afier the well is constructed, the air-lift development program will commence.
During this program AquA personnel will document air-lift results. It is estimated that this
task will be completed in 7 to 10 days

Task 2 This Task will involve providing supervision for the water quality sampling program. As the
double/swab pump tool is lowered into the well-bore the amount of sediment and water
removed from each section will be documented so that a correlation between flow and
water quality hopefully can be established. The water samples will be submitted to Sierra
Monitoring Laboratory in Reno, for arsenic, manganese, and iron analysis. It is estimated
that the field activity for this task will be completed in two days.
Task 3 This task will involve supervision and collection of data during the pumping tests which are
conducted on the well. At the present time, in addition to pump development, a step-
drawdown test to be followed by a constant discharge test is being proposed. Evaluation
of this pumping data and water quality results will determine the production potential of a
large diameter production well proposed for the immediate area. It is estimated that this
task will be completed in four days.
Task 4 This task will summarize in a report all of the activity that was completed in Tasks 1 through
3. In addition this report will contain findings, data analysis, and recommendations
regarding the potential capacity of a production well if it is constructed in the immediate
vicinity of the exploration/test well. It is estimated that this task will be completed in 6 days.
