Subject: ENGINEERING SERVICES FOR ALDER DRIVE WELL
ENVIRONMENTAL REVIEW (CEQA)
BACKGROUND:
The Board of Directors approved the development of a new water supply, the drilling of a
new water well (Alder Drive Well). Staff has been working to identify locations for this well. A
site has been identified.
Staff is requesting the approval of a contract for services with Sauers Engineering for the
Environmental Review and to make recommendations for compliance with California
Environmental Quality Act (CEQA) for the Alder Drive Well Project.

for service Environmental Review for the Alder Drive Well Project as defined in the attached
proposal dated May 30, 2002.

SUBJECT: ALDER DRIVE WELL-ENVIRONMENTAL REVIEW
Tear Ed:
This letter is our proposal for professional services to provide environmental review
in compliance with the California Environmental Quality Act(CEQA)for the
proposed Alder Drive Well. The project would be conducted in three phases; fast,
geologic test hole; second, construction of the production well,and third, construction
of the well pump station. Based on my conversations with you and on our experience
with similar District projects,we anticipate that the geologic test hale project will
qualify for a categorical exemption and that a negative declaration will be the
appropriate level of review for the subsequent phases the project.
Scope of Services
For the geologic test hole project,we will prepare a Preliminary Environmental
Assessment and Notice of Exemption. We will rile these documents with the Office
of the Nevada County Clerk. This would allow the District to proceed with the
geologic test hole to determine whether the proposed site will be suitable for a
productio
n well.
For the construction of the production well and pump station,we will prepare an
environmental initial study and proposed negative declaration following CEQA
Guidelines. We will distribute preliminary documents to the State Clearinghouse and
responsible agencies. We will coordinate a public hearing,receive oral and written
comments and prepare responses. We will prepare a final negative declaration and
notice of determination and file appropriate final documents with the County Clerk
and State Clearinghouse.
Based on the location of the proposed project site,at:archaeological site survey and
record search will be an appropriate component to the environmental review. We
will include archaeological services as part of the environmental review. Previous
environmental review work done for the property which includes the proposed well
site may be useful in identifying potential environmental concerns. Previous
environmental analysis will be considered during the preparation of the Initial Study.

Schedule of Services
We anticipate needing approximately thirty days following the District's authorization
to proceed to prepare the categorical exemption,the initial study,and the proposed
negative declaration. Depending on the number and nature of comments,preparation
of final documents for approval by the District should take an additional forty-five to
sixty days including the public review period and public bearing.
Engineer's Fee
We propose to provide the above described services, except for archaeological
review, for a fixed fee of$9,000. This will include the archaeological review
services. These fees do not include filing fees with the Department of Fish and
Game.
