HomeMy WebLinkAbout10 Storage Tank Sites Donner Lake to UCK' III EE DoIIII ;�• Public D trIct Memorandum To: Board of Directors From: Neil Kaufman, Water Systems Engineer Date: May 30, 2002 Subject: PROPOSAL TO PERFORM PRELIMINARY DESIGN WORK FOR TWO STORAGE TANK SITES AT DONNER LAKE BACKGROUND: As part of the ongoing reconstruction of the Donner Lake Water System, there is a need to construct at least two storage tanks on the north shore of the lake, and possibly a third on the south shore. One storage tank would be equal in elevation to the existing Wolfe Estates Tank and would replace the existing Greenpoint Springs Tanks. The other would be equal in elevation to the District's existing Armstrong Tank and would replace the existing Upper Tanks located north of Interstate 80. The third potential tank is the replacement of the existing Southside Tank off Mount Judah Drive. 1 have identified potential sites for both of the tanks on the north shore of the lake. A preliminary review of environmental, cultural and geotechnical issues has been performed. Contact has also been made with the property owners. To date, both sites appear to be feasible. At this time, I would like to proceed with developing a preliminary design for both sites. This preliminary design will accomplish three main goals: • Define the exact amount of land needed at each site to allow acquisition of the property. • One site has a potentially sensitive area. The preliminary design will determine whether or not this sensitive area would be impacted by the construction of the tank. • One potential site is located on land owned by the Town of Truckee. The town has asked that the District hold an open meeting with residents to discuss the District's plans for the tank. From the preliminary design exhibits would be developed to be used at such a public meeting. RECOMMENDATION: Accept the proposal from Sauers Engineering to develop preliminary designs for two storage tank sites at Donner Lake in the amount of$16,500. Box 309 Truckee, CA 96160-0309 SUBJECT: DONNER LAKE STORAGE TANKS - PROPOSAL FOR PRELIMINARY ENGINEERING SERVICES Dear Neil: This letter is our proposal for professional services for the preliminary design of two proposed water storage tanks. The two tanks are being considered as part of the ongoing reconstruction of the Donner Lake water system. The preliminary design will provide information on the areas affected by construction of the tanks, access roads, and appurtenant facilities. This will allow the District to determine the amount of property needed for the projects and identify any areas which may be impacted by the construction Scope of Services We propose to provide the following services: 1. Grading Plans -Using mapping, topography, and geotechnical information provided by the District,we will prepare grading plans for each of the two tank sites. We will determine the extent of cuts and fills, and determine the locations of drainage facilities. 2. Access Road Layout -We will provide layouts for access roads for each of the tanks. The layouts will include road alignment and grade, and the extent of cut and fill required for construction. 3. Underground Facilities - We will identify likely locations for underground facilities to the tank sites including water pipelines, overflow/drainage pipelines, power conduit, and communication conduit in order to determine whether additional easements may be needed for the projects. 4. Preliminary Design Plans - Based on the above tasks, we will prepare preliminary design plans for the tank sites and access roads. Engineer's Fee We propose to provide the services described above for a fixed fee of$16,500.00.
