SUBJECT: ENGINEERING SERVICES FOR FALCON POINT BOOSTER STATION

BACKGROUND
The 2002 Water Department Capital budget included a booster pump station at Falcon
Point tank site. This pump station is needed to supply water to the upper zones of
Tahoe Donner. A pump station was proposed for a site on Northwoods Blvd. The
Northwoods site has hydraulic problems and staff recommends not building on the
Northwoods site. After review by staff the Falcon Point site was selected. Funds for the
pump station are part of the Tahoe Donner future facilities fund. I recommending the
District utilize Sauers Engineering to design and inspect the Broo ener Drive-pipeline
replacement project.
SCOPE OF ENGINEERING SERVICES — Fixed Fee
Environmental Review $7000
Survey $2000
Project Design $8000
Construction Bidding $2,500
Total fixed fees $19,000
In addition to the above tasks, there are other tanks which the District and Sauers
Engineering have less control over the amount of time involved in completing this tasks.
Therefore, a Not-To-Exceed amount is a more appropriate method of authorizing the
funding of these tasks.

RECOMMENDATION
That the Board approves the Engineering Services agreement with Sauers Engineering,
Inc. for service regarding the Falcon Point Pump Station in the amount of $19,000 for
the Fixed Fee Tasks (Environmental Review, Survey, Project Design, Construction
Bidding) as defined in the attached proposal dated January 10, 2002.
Staff also recommends that the Board approves the Engineering Services agreement
with Sauers Engineering, Inc. for service regarding the Brookstone Drive Pipeline
Replacement Project in the amount of $12,400 for the Not-To-Exceed Tasks (
Construction Engineering, Inspection) as defined in the attached proposal dated
January 10, 2002 .

This letter is our proposal fur design turd wustructiui�ettgutcetitlg services for die Falcon
Point Booster Pump Station. The project will involvF construction of a pump station
building,station piping,underground piping with colnection to the existing distribution
system,approximately 200 feet of distribution pipelitjte in Hansel Drive,driveway,and
parking area. Installation of the pumps,motors,pump control valves,and electrical
equipment are to be coordinated by the District and are not included in our services.
Scope of Engineering Services
Engineering services will include the following tasks!:
kuvironmental Review, For the construction of the pump station,we will prepare
an environmental initial study and proposed negative declaration following CEQA
Guidelines. We will distribute preliminary documents to the State Clearinghouse
and responsible agencies. We will coordinate a public hearing,receive oral and
written comments and prepare responses. We will prepare a flnai negative
declaration and notice of determination and file I ppropriate final documents with the
County Clerk and State Clearinghouse.
Project Design. We will prcpate plans, spcciti.(alious,and contract documents. We
anticipate there will be multiple plan sheets incl iding mechanical,structural,
pipeline, gladiug.and site plaits. We will fw ntisilr a survey of the project site to
identify property comers and provide topographic mapping for grading and site
plans. Design will not include electrical, tcicmctry, or the pump and motor as those
will be handled directly by the District. We wilj also prepare an Ptngineefs Estimate
of construction cost. Our worts product will consist of photocopy ready word-
pruccsscd uuutiact docuineuts and specification , and ntylar tracings of project
drawings.

Ridding. We will prnvide servlce; related to hurtling including disrrihnrion ntplans
and contract documents,responding to planholder's questions,conducting the bid
opening, and making recommendations regarding contract award.
Construction Engineering. We will provide construction engineering services
including interpretation of contract requiremen ,preparation of field orders and
change orders,review and certification of contact progress payments,reports to the
District regarding project progress,supervise re lar Contractor/Water
Dcpaltmcnt/Engincer coordination meetings, an related tasks. We will prepare
Record Drawings at the completion of the rvork,.make recommendations conceming
acceptance of the work,and prepare a Notice of�iCompletion.
Construction Inspection. We will provide inspection during construction to assure

Schedule of Services
This project is expected to be completed during the s ring of 2002. We expect the
schedule to be generally as shown below.

We propose to provide certain services, over which we exercise sufficient control,on a
fixed fee basis. This includes project design and contstruction bidding. We propose to
provide these services for a fixed fee as calculated below.

Other tasks, over which we have less control,are proposed on a time and expenses basis

to retain the above services utilizing consultant as a i illing agent,advance payment ofthc sub-
cousultarifs fee is required, A service charge oft %per billing will also he Assessed.
IV. Mileage will be billed at a rate of$035 per mile.
