OF THE TRUCKEE DONNER PUBLIC UTILITY DISTRICT APPROVING SPECIFICATIONS AND CALLING FOR BIDS FOR AN UPGRADED COMPUTER SYSTEM WHEREAS, the Truckee Donner Public Utility District currently runs its billing and accounting software obtained from Digital Systems, Inc. on a Digital. Equipment Corporation PDP 11/34 computer; and WHEREAS, it is the District's intent to Continue to maintain all of the existing computer software; and WHEREAS, after considering the report prei+ared by the University of Nevada - Reno concerning the computer upgrade, the Board of Directors of the Truckee Donner Public Utility District has determined the need to upgrade the existing computer hardware to increse efficiency, allow for additional program applications and to provide for future growth; and WHEREAS, specifictions for an upgraded computer system which will run the District's existing software are set forth in Exhibit A attached hereto and incorporated herein by reference; NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Truckee Donner Public Utility District that the President of the Board be directed to issue a call for bids based on the specifications as described in Exhibit A for the purchase of an upgraded computer system, and that the date and time established for the bid opening is Wednesday, MAY 27 , 1987 , at 11:00 A.M. PASSED AND ADOPTED by the Board of Directors at a regular meeting duly called and held in the District on tho 4th day of May , 1987 , by the following roll call vote: AYES: Hamilton, Maass and Corbett. Corbett, President ATTEST: Susan Macdonald, Deputy District Clerk sm/d2a.27 CALL FOR BIDS Sealed bids will be received by the Board of Directors, Truckee Donner Public Utility District, until for: Computer Equipment . Bids will be publicly opened and reviewed at that time, results read aloud at the regularly scheduled Board of Director' s meeting, 7 :00 P.M. , Specifications may be obtained from Ms. Mary Chapman, Office Manager, Truckee Donner Public Utility District, whose telephone number is 916-587-3896. Bids shall be filed at the District office located at 10607 West River Street, P. 0. Box 309, Truckee, California 95734. Each bidder must be willing to contract all items in the specifications on a turn-key basis and no bid will be considered that does not include a quotation on all items requested. The board reserves the right to reject any and all bids and to accept the bid which is in the best interest of the District. No bid may be withdrawn after the time set for the bid opening, nor before the award of the contract, unless award is delayed for a period exceeding thirty ( 30) days. TRUCKEE DONNER PUBLIC UTILITY DISTRICT Dated: By: r'^ EXHIBIT A BID SPECIFICATIONS COMPUTER EQUIPMENT GENERAL - It is the intent of the Truckee Donner Public Utility District to secure a new computer system that is compatable with the District' s existing software which includes customer billing, accounts payable, general ledger, payroll and customer deposits. The District is interested in receiving bids from all vendors capable of supplying its total needs including all equipment, operating system, hardware and software licenses, equipment installation and employee training. The successful bidder( s ) must, therefore, be willing to contract to conform to the following general requirements : 1 . The bidder must be willing to contract to supply all e"` of items itemized on Schedule 1. 2. The equipment bid must be new with no previous user. It must be capable of being added to a maintenance agreement satisfactory to the District. 3. Each bidder must be able to furnish evidence satisfactory to the District of fiscal responsibility. This evidence must take the form of an audited financial statement showing a tangible net worth of not less than $500 ,000 or a bidder must submit with his bid a contractor' s performance bond in an amount of not less than $100,000. 4. All bids must be submitted in sealed envelopes on which shall appear the name and address of the bidder together with the date and hour of the bid opening. 5. In estimating the lowest cost to the District, the District will consider, in addition to the price quoted in the bid, the following: time of delivery, capabilities and versatility of the equipment, plus features over and above the minimum requirements; location of the serviceman, repair facility and so forth. Prior experience of the bidder in installing the equipment bid will be of prime importance in choosing the final successful bidder. 6. A contract, when executed, shall be deemed to include the entire agreement between the parties thereto, and the Contractor shall not claim any modification thereof resulting from any representation or promise made at any time by any officer, agent or employee of the District or by any other person. The equipment bid must interface with the District' s existing CRTs and printers. Equipment bid must include any interface boards or cable that may be required. Installation costs must include the deinstallation and reinstallation of the following peripheral computer equipment: 6 VT100, 1 VT101 , 2 VT102 , 1 VT220, 1 BDS 600 LPM line printer, 1 LA120 line printer, 1 terminal hookup for DEC Rainbow. 2.
