HomeMy WebLinkAboutRES 1988-10 - Board f RESOLUTION NO. 8810 OF THE TRUCKER DONNER PUBLIC UTILITY DISTRICT SETTING FORTH A PROCEDURE OF OPEN COMPETITIVE EMPLOYEE RECRUITMENT WHEREAS, the Truckee Donner Public Utility District is a public agency deriving its authority from the PUD act; and WHEREAS, the District has as its purpose to serve the residents of the Truckee community; and WHEREAS, the District , in order to fulfill its obligations to its customers , must recruit a staff on the basis of qualifications; and WHEREAS, the Truckee Donner Public Utility District has adopted within its mission statement that it will meet its obligation as an equal opnortunity employer: and WHEREAS, an open recruitment process which employs techniques to verify competence has the highest likelihood of selecting capable persons; NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Truckee i" Donner Public Utility District as follows: 1. Whenever a job vacancy occurs in a non—managerial position, the District will first seek to fill it through the provisions of the Memorandum of Understanding. 2. If the position is not successfully filled through the transfer of current employees, the position will be advertised in the Sierra Sun one time with applications being received for a period of five working days after the advertisement first appears. 3. The General Manager shall cause to be maintained a job specification which is Job performance related for each position within the District. 4. The General Manager shall cause to be maintained an emplovment application form which meets the customary standards of personnel practices. The employment apnl.ication shall be so designed as to avoid unlawful discrimination. 5. Whenever practicable, candidates for employment with the District will be administered personnel tests which may include both oral and written tests designed to measure aptitude, interest , knowledge and personality traits. Such tests will conform with the standards of the American Psychological Association. 6. When competitive test are used in the screening process the candidates receiving the three highest scores on a combined basis will be interviewed by the immediate supervisor and the General Manager. The supervisor shall recommend a successful candidate to the General Manager. The final decision regarding the filling of the vacancy rests with the General Manager. 7. A pre-employment physical, the cost of which is borne by the District, shalt be required of all new hires. The General Manager shall cause to be maintained a pre-employment physical report form which meets the customary practices of good personnel management , which shall be used by the doctor in certifying the ability of the candidate to perform the work. 8. The General Manager shall cause to be maintained for each employee of the district a personnel folder the contents of which meet the customary standards of good Dersonnel practices. 9. Any policies or resolutions of the district which conflict with this resolution are hereby repealed to the extent that they so conflict. PASSED AND ADOPTED by the Board of Directors of the Truckee Donner Public Utility District at a meeting dulv called and held within the District on the 2nd day of Mav, 1988, by the following roll call vote: AYES: Aguera, Maass, White and Corbett.
