HomeMy WebLinkAboutRES 1985-10 - Board RESOLUTION NO. 85 10 OF THE TRUCKEE DONNER PUBLIC UTILITY DISTRICT SUPPORTING CONTINUATION OF THE RURAL ELECTRIFICATION ADMINISTRATION'S ENGINEERING STANDARDS DIVISION WHEREAS, the Truckee Donner Public Utility District is of the opinion that the Engineering Standards Division is one of the most valuable services provided by the Rural Electrification Administration; and WHEREAS, the REA Engineering Standards Division provides for: 1. The safety of employees and the public. 2. Loan security to REA and other lenders. 3. Centralized expertise not available to borrowers for new material approval that is essential to assure long-life quality construction. 4. Input to code committees. 5. Essential uniformity in construction so that storm repairs can be accomplished by other systems and contractors. 6. Enforcement that only a government agency could objectively provide. 7. Standards for bid letting that are of enormous value in every construction project. WHEREAS, a study prepared by an outside firm for NRECA clearly shows elimination of the Division would be detrimental to not only cooperatives, but also private industry, the Federal government, and countries around the world; and WHEREAS, attempts to replace the functions of the Division with a private organization would prove unsuccessful and costly; NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Truckee Donner Public Utility District that it strongly urge the REA to continue its role of providing Engineering Standards relating to the approved list of materials, the standardized construction drawings and specifications, and the standards for bid letting. PASSED AND ADOPTED by the Board of Directors of the Truckee Donner Public Utility District at a meeting duly called and held within the District on the 19th day of February 1985, by the following roll call vote: AYES: Cooley, Corbett and Hamilton.
