HomeMy WebLinkAboutRES 1985-14 - Board '., 47 RESOLUTION NO. 85 14 / OF THE TRUCKEE DONNER PUBLIC UTILITY DISTRICT AUTHORIZING THE PREPARATION AND EXECUTION OF THE HIRSCHDALE IMPROVEMENT DISTRICT APPLICATION TO THE STATE DEPARTMENT OF WATER RESOURCES BE IT RESOLVED by the Board of Directors of the Truckee Donner Public Utility District that pursuant and subject to all of the terms and provisions of the California Safe Drinking Water Bond Law Act of 1984 and all amendments thereto, application by this District be made to the State Department of Water Resources for funding to bring the Hirschdale water supply system up to minimum safe drinking water standards. BE IT FURTHER RESOLVED that the General Manager of the Truckee Donner Public Utility District is hereby authorized and directed to cause the necessary data to be prepared, and investigations to be made, and in the name of said Hirschdale Improvement District to sign and file such application with the State Department of Water Resources. PASSED AND ADOPTED by the Board of Directors of the Truckee Donner Public Utility District at a regular meeting duly called and held within the District on the 20th day of May 1985, by the following roll call vote: AYES: Cooley, Corbett and Maass. Engineering Technician Subject: State Water Bond Law of 1984 Application for Hirschdale Improvement District Following is a summary of the status of the loan application. During the week- of May 13, 1985, we met with our State Health Department Represen- tative, Jess Morehouse, in order to be certain that the District was properly com- pleting the applicationg as it relates to grant funding for the Hirschdale Improve- ment District. We received guidelines from Mr. Morehouse, and incorporated his comments into our draft application. Mr. Morehouse stated that the Hirschdale Improvement District will need an environ- mental impact study in order to satisfy the California Environmental Quality Act �•.. Guidelines. I confirmed with Dan Cook that the E.I.S. and subsequent Negative De- claration prepared for the Farmers Home Administration loan application will suffice, as no time limitation is imposed on these documents. We thereafter met with District Legal Counsel. John Phelps, relative to both the formation of the Improvement District, which he is handling, as well as specific items contained within the application. He assured us that he will be able to provide us with the data necessary for the completion of the application upon his return, the week of June 4, 1985. This information will include: Organizational information; Identification of agencies which most approve Improvement District agree- ments; and Legal opinion related to the Financial Section. I have met with Dan Cook, relative to the material we need from his in order to complete the application. Briefly, he will provide us with the following: a) An operating and maintenance cost breakdown, which will become the basis for the Hirschdale Improvement District monthly user fees; b) The proposed monthly user fees, by size of service; c) The estimated monthly water usage and water fill; 4 d) The, projected date the system will become operational; !'^ e) A description of the project. the cost of each element, the projects objectives and features and a sketch map Page 2 Peter Holzmeister May 17, 1985 It is anticipated that the increase in user fees over the present cost to the consumer, in relation to the median income of the area will indicate to the State Department of Water Resources that property owners will not have the financial ability to repay the requested funds, thereby providing the basis for requesting a grant. I have attached the application form as it presently exists. Several leaks are evident throughout the system. It is the intent of the Hirschdale Improvement District to replace all existing water mains with proper 6" mains, and to provide 5/8" x 3/4" service laterals to each property. The water will be provided on a me- tered basis. both to the 2" mobilehome park service and the 5/8" x 3/4" residential services, thereby providing a financial incentive to conserve water consumption. The project sepcifications will require the installa- tion of cathodic protection devices in order to prevent electrolytic corrosion, thereby extending the life of the pipe and preventing leaks. 2 & 3) The customers of the Hirschdale Improvement District will be provided with literature describing the cost savings of conservation as well as the over- all benefit to the community. Further. low flow shower heads and devices to limit the amount of water necessary for toilet flushing will be provided upon service connections being made. The Truckee-Donner Public Utility District. on behalf of the Hirschdale Improvement District has written to the State Department of Water Resources.
