TRUCKEE PUBLIC UTILITY DISTRICT
WHEREAS, the Board of Directors of the TRUCKEE PUBLIC UTILITY
DISTRICT set forth BASIC OPERATING SAFETY RULES For District
Employees effective date of this Resolution.
NOW THEREFORE BE IT RESOLVED the ensuing Safety Rules set
forth below are hereby adopted:
BASIC OPERATING RULES
1. RUBBER GLOVES
Rubber gloves must be worn within 2 feet of energized
conductors and above 750 volts or three feet above 25 KV.
Rubber gloves must be given air tests and visual inspection
agobefore daily use.
Rubber gloves must not be used for direct hand contact
on voltages above 3000 volts to ground,
..Personnel handlingbutts of poles or any other object which
might come in contact with energized conductors or apparatus
such as. Trucks equipped with ladders or baskets where the
controls are operated from the ground, must wear rubber
2loves .
All motor vehicles driven by operating personnel must carry
at least one pair of rubber gloves.
Rubber gloves bearing electric test date older than (90)
days must not be used from date issued. Test dates on
gloves should not be over 9 months on,issueinq.
2 . GROUNDING
All de-energized conductor and apparatus must be Grounded
with adequate ground junp*rs as close to work area as
posssible before work on conductors or apparatus is begun.
Line cumbers are not to be considered as Adequate 51rounds .
Ground jumbers must be attached and detached with hot sticks .

Pole setting truck must be properly grounded when setting
or pulling poles in or near energized lines where possible.
All conductors including floating, fallen, or broken con-
ductors must be rewarded as energized until properly de-
energized and grounded.
Stringing reels and stringing trucks shall be giv unded.
A workman`s request that the grounding set be installed
in his presence shall be complied with,
3 . HEAD PROTECTION
Hard hats or caps (high-dielectric resistance types) must
be worn by operating personnel during performance of all

jobs.

Office personnel must wear hard hats when outside with crew.
4. SAFETY GLASSES
, Safety glasses furnished by the District must be worn by
operating personnel in the performance of their duties,
5 . SEAT BELTS
Seat belts must be worn when o�ratina-any vehicles where
installed.
6 . TESTING POLES
A lineman, before climbing any pole, sill take every possible
precaution to insure that it is safe to climb or work upon.
If pole is dismantled or direction of strain is to be changed,
pole mint be tested below the ground line or safe-gaurded
by adequate supports.
To HAND LINES
The use of hand line rope containing conductive preservatives
or material is prohibited.
A hand line of sufficient length and strength to safely
lower a workman in case of emergency shall be available for
such use at all times . Not less than 1/2 inch in diameter.
8 . ROAD SIGNS
Road siane must be indalled by the driver of operating
vehicles when furnished by the utility, to warn the public
of work being done.
Sictns must be installed in rural areas as well as city work.
9.0 ,1 TREE TRIMMING
Tree trimming shall be done under the su„pery is ion of a
qualified person where there is a possibility of contact
with high voltage lines or equipment .
A tree trimmer shall use a safety strap or life line when
working in an elevated area such as trees, ladders, etc.
Axes and hatchets shall not be used when the tree trimmer
is supported by a safety strap of life line.
Power saws shall not be used in trees except when supported
now
by a safety strap or life line.
10. EQUIPMENT AND TOOL INSPECTION
All defective tools and equipment must be reported to
supervisory personnel .
Tools and equipment must be inspected bi-monthly by a
qualified personnel.
11 . POLICY
Regularly scheduled safety meetings attended by outside
employees shall be held at least ore a month with the system
manager present and participating if possible.
Each Manager should be authorized and instructed to adopt
such rules, procedures, etc. , as are ne e$sary to fully
implement and enforce the foregoing policies*

The District will provide without cost to any employee
the following:
1 . Hard Hats
2. Rubber gloves and the proper maintenance of same.
3. Grounding cables
4 . Hot sticks
5. First aid kits on all trucks and in all
. , basic buildings,
6. Hold cards and "Men Working" signs.
7 . Handlines.
Meeting will be held each month ,
ANY ACCIDENT SHALL BE REPORTED IMMEDIATELY TO THE SUPERVISORY
PERSONNEL IN CHARGE OF THE JOB.
THERE MUST BE NO EXCEPTIONS TO THE ABOVE RULES,_F„XCEPT BY
WRITTEN PERMISSION OF MANAGEMENT, WHICH WILL NOT HE GRANTED
INDISCRIMIDTATELY, AND WHICH WILL APPLY TO THE SPECIFIC JOB
ONLY*
