HomeMy WebLinkAboutRES 1978-09 - Board i RESOLUTION NO. 78og of the TRUCKEE-DONNER PUBLIC UTILITY DISTRICT RATIFYING REQUEST FOR PERMANENT EXEMPTION FROM FILING SIC REPORT FORM EU-07 WHEREAS, the Board of Directors of the Truckee-Donner Public Utility District has examined and approved the District' s request to the Energy Assessment Division, Energy Resources Conservation and De- velopment Commission to grant exemption from filing SIC Coding Informa- tion permanently, NOW THEREFORE BE IT RESOLVED as follows: The Board of Directors of the Truckee-Donner Public Utility District hereby ratifies the request for permanent exemption from filing SIC report form EU-07. Your original application for an exemption dated August 15, i975 was denied by the Commission on March 17, 1976 due to lack of information and the -absence of a representative at the hearing. An extension was granted until January 31 , 1977 at that time. Your application of September 16, 1977 is not in compliance with Section 1304(b)(7)(D) of the regulations which is as follows : "if a company seeks permanent exemption from the reporting of a portion of its non-residential customer. base, the specific reasons why it feels it should not be required to supply the information , the nature of the customers not to be included , and a detailed estimate of the tasks and costs necessary to provide the information required by Form EU-07". Section 1307(d) also requires ghat "all factual representations contained in any document submitted pursuant to this section shall be attested to under penalty of perjury by an officer or employee of the company. The document shall include a brief description of the position in the company of such officer or employee". 1de are unable to process your application until it contains the required information and attestment. If you file a proper application before January 31 , 1978, your utility will not be required to file Form EU-07 until such time as the Commission ma"kes a ruling on the matter. The small size of our service area. 44 square miles 2. Our small customer base: 2688 Domestic/Residential 519 Commercial • 3 Industrial 3210 TOTAL 3. To implement SIC Coding, our computer billing system would re- quire re that each customers' appropriate code be 'manually keyed into the master file, at an average time of two minutes per customer; 3210 entries at two minutes each: 107 hrs x $10- 22 $1 .1093-54. (This includes our 35 large commercial accounts which are billed manually.) A computer program change to ac- comodate the SI.0 Coding, at an estimated cost of $1 ,000-00, would also be required. 4. The extra man hours would be an onerous burden for our small Staff of I ' people to accomplish.
