RESOLUTION N09 84 71
OF THE
TRUCKEE DONNER PUBLIC UTILITY DISTRICT
APPROVING SPECIFICATIONS AND CALLING FOR BIDS
ON TWO CABS AND CHASSIS AND ONE AERIAL DEVICE
FOR THE ELECTRIC DEPARTMENT
WHEREAS, the Board of Directors of the Truckee Donner Public Utility
District has determined the need to purchase one new cab and chassis and
a cab and chassis to replace Unit 10, and one new articulated aerial de-
vice for use in the Electric Department; and
WHEREAS, specifications for such cabs and chassis and aerial device
are given in the schedules attached hereto;
NOW, THEREFORE, BE IT RESOLVED that the Board of Directors of the
Truckee Donner Public Utility District does hereby approve the specifica-
tions described in the attached schedules;
BE IT FURTHER RESOLVED that the President of the Board of Directors
of the Truckee Donner Public Utility District is hereby directed to issue
a call for bids based on the specifications for two cabs and chassis and
one aerial device. The date and time established for the bid opening is
Friday, December 28, 1984, at 4:00 P.M.
PASSED AND ADOPTED by the Board of Directors of the Truckee Donner
Public Utility District at a regular meeting thereof duly called and held
in the District on the 19th day of November 19849 by
the following roll call vote,,

NOTICE TO PROSPECTIVE BIDDERS
CAB AND CHASSIS (2)
and
AERIAL DEVICE (1)
NOTICE IS HEREBY given that the Truckee Donner Public Utility District is
accepting sealed bids up to the hour of 4:00 P.M. on Friday, December 28,
1984, for two cabs and chassis and one aerial lift as described in the at-'
tached specif ications.
Bids must be in accordance with the Instructions to Bidders and placed in a
sealed envelope clearly marked "Cab and Chassis's and/or "Aerial Device," and
mailed or delivered to the District at the above address. An accompanying
bid bond is required.
The Truckee Donner Public Utility District specifically reserves the right to
reject any and all bids, waive irregularities or informalities in any or all
bids, be the sole judge of the suitability of the items offered, and to ac-
cept any bid that it determines to be in its best interest.
Bid awards will be made at the first meeting in January 1985 by the Board
of Directors,

INSTRUCTIONS TO BIDDERS
The Truckee Donner Public Utility District seeks to purchase two cabs and
chassis and one aerial lift as described in the attached specifications.
The District will award the bids to the lowest responsible bidder who is
in substantial compliance with the specifications. In awarding the bid,

the District reserves the right to reject any and all bids 1
best interest of the District to do so.
Bids must be submitted in a sealed envelope clearly marked "Cab and Chassis
bid" and/or "Aerial Device bid." Bids must be submitted on the Form of Pro-
posal, and the specification page must be attached indicating compliance.
Any variation from the specifications should be clearly indicated in the sub-
mission of supplemental documents* A bid bond in the amount of ten percent
(10%) of the total bid price must accompany the bid.
The successful bidder will be required to submit a performance bond in the
full amount of the purchase price guaranteeing faithful performance.
Bids must be received by the Deputy District Clerk by 4:00 P.M. prevailing
time, in the District office at 11570 Donner Pass Road, Post Office Box 309,
Truckee, California 95734 on Friday, December 28, 1984, at which time and
place they will be publicly opened and read.
Bids will be awarded at the regularly scheduled meeting of the Board of
Directors of the District on Monday, January 7, 19850 Such meeting be-
gins at 7:00 P.M.

SPECIFICATIONS
AERIAL DEVICE
It is the intent of these specifications to describe the requirements
for an aerial device that will be used for high voltage line work and
will have booms which are of the articulated type. In addition, a
compartmented type body shall be furnished. The aerial unit shall be
mounted over the rear axle of the truck. Cab/chassis shall be equipped
with diesel engine, Allison automatic transmission, air brakes and
120a--inch CA. Cab/chassis shall be all-wheel drive and provided with
factory inverted "L" frame reinforcement * The entire unit shall meet
current OSHA, State of California, and ANSI A92 .2 regulations. The
unit shall be new, current production model substantiated by printed
literature and meet or exceed the following specifications.

Structures and Mechanical Systems
Pedestal am Pedestal shall be constructed utilizing box structure
type design with narrow (approx. 35" X 22") cross section to provide
maximum open bed space. Pedestal shall contain a removable 2800gallon
hydraulic reservoir and have large full radius access holes.

Turntable Turntable shall be heavy duty, fixture welded, rigid
structure design with one-inch steel base and side plates* Side of
turret to contain all hydraulic valves and components under a single
removable cover for ease of maintenance.
Rotation System - Rotation shall be continuous with three port
hydraulic swivel attached to top of mainframe and mounted inside of
turret for ease of access. Heavy duty rotation bearing shall be driven
by self-locking worm gear drive gearbox. Gearbox to have extended
shaft for emergency manual rotation and shall be located on turret
above rotation for ease of access and adjustment.

Lower Boom 4w Lower boom shall be constructed of square tubular

members and contain a 24 in. fiberglass insert for protection of ground
personnel.
Upper Boom - Upper boom shall be 12 in. diameter X 3/4 in. wall
fiberglass attached to 30 in. steel sleeve at knuckles Inside surface
fiberglass shall be wax lined to resist moisture and facilitate beading
of water. Upper boom shall store side by side with lower boom for a
low profile of completed unit. Upper boom shall be tested to 120 kVA
for "under 69 kV rating" .

Boom Travel Lower boom travel shall be 0 to 900 powered by a
6 in. bore X 31 in, stroke X 3 in, rod cylinder with counterbalance
holding valves built into base end of cylinder.
Upper boom articulation shall be minimum 245* in relation to lower
boom. Boom shall rotate on a rotation bearing powered by two cylinders
moving walking links of ductile iron to maintain constant tension to
make overcenter motion tight and smooth. Above is preferred over cable
system for ease of maintenance.
Hydraulic System
General Hydraulic system shall be a pressure and flow compensat-
ing system which provides pressure and flow to functions on demand.
Pressure range shall be 300 psi to 2750 psi and flow shall be 0 gpm to
15 gpm,.
A 28-gallon oil reservoir shall be provided and mounted inside
pedestal. Suction line shall be equipped with shutoff valve and in-
line strainer. A 10-micron replaceable cartridge type return line
filter shall be provided.
Hydraulic pump shall be pressure compensating, load sensing, high
efficiency type. A load demand throttle shall be incorporated into
hydraulic system.
Controls Lower controls are to be located at turret above
rotation with positive override of upper control station.
Upper control shall be a single handle pistol grip type with
trigger deadman. This control handle shall be capable of multiple
operation of boom functions .
A purge system shall be incorporated into upper control lines with
control at lower control station. The purge system shall reverse the

flow of oil to the upper control to remove air from lines and warm
hydraulic oil in cold weather conditions*

Tool Circuit - Hydraulic tool circuit shall be provided with one
outlet at base of unit and two outlets at upper control station. Tool
circuit shall accommodate open center or closed center tools without
any modification to tool or tool circuit.
Work Platform aw Unit shall be equipped with two each fiberglass
platforms, 24 in, X 24 in. X 42 in. Each shall be equipped with
exterior step
Platforms shall be equipped with an emergency dump system to
allow removable of incapacitated lineman* Dump system shall be equipped
with double pin holdbacks to prevent accidental dumping*
Each basket shall be equipped with a platform liner.
Each basket shall be equipped with a platform cover.
Each basket shall be equipped with a safety belt and lanyard.
Type of rotators

A material handling system consisting of a winch and telescoping,
hydraulically tilting jib. The winch shall have a 1500-mlb. full drum
capacity and have an automatic brake. A 7500-1b. minimum breaking
strength 7/16 in. Samson 2-in-1 stable braid rope shall be provided,
65 ft. in length.
A control for the winch shall also be located at the lower control
station. Controls for winch, tool circuit and jib tilt shall be pro-
vided at upper control station with access from both work platforms*

Jib shall tilt hydraulically 130° and telescope from 39 in, to
63 in. from centerline of work platform with intermediate pinning
positions. Jib shall be removable with single pin.
The structural capacities of the jib shall be 1500-1bs. fully
retracted at 39 in, and 750 lbs. fully extended at 63 in.
The aerial unit and material handling system shall be capable of
capacities up to 1500 lbs. in addition to 300 lbs, in each platform
and the weight of all components required. In order to compare load
capacities, bidders shall provide with their bid material only
capacity charts showing rated capacities in various positions and
boom angles at the end of 39 in, retracted jib.
Outriggers
Heavy duty "A" frame type outriggers shall be provided with one
set at pedestal and another set behind cab. Outriggers shall be
joined by a heavy duty subframe structure. Outriggers shall be
equipped with an outrigger boom interlock system* Each outrigger
shall be individually controlled with control valves at rear of truck.
Wheel chocks shall be provided (set of 2) with holder for one each at
front outriggers behind cab.
Accessories
4M An engine start/stop system from platform shall be provided.
4M A heavy duty DC pump powered emergency system shall be provided.
The start/stop and emergency pump shall be activated by means of
a radio type remote control system with coded signal.
Air shift P.T.O.
Remote control shall also sound truck horn for operator signal to
ground crew from platform.
COMPARTMENTED BODY
A compartmented truck body shall be provided. Side compartments
are to be of durable molded fiberglass. Bed area to be of diamond

Miscellaneous for Unit
A 4r000 lb. capstan drive shall be provided and installed in
right front vertical with removable tapered capstan head. Controls
shall be at right front of body with a "turn to increase" , "push to
release" , throttle. Controls shall be meterable for maximum operator
control.
An inverter shall be provided with outlet at right front and
rear equipped with GFI . Inverter shall be equal to Honeywell DA12L.

Stanley 1W06 or equal.
Mounting, Paint,, Delivery
Unit shall be installed on District supplied cab/chassis over
rear axle with boom stored to front. Exterior of body side compart-
ments shall be gel-coated All steel body
and boom surfaces shall be painted Success-
ful vendor is expected to deliver completed unit to Truckee Donner
Public Utility District and instruct TDPUD personnel in operation and
maintenance of unit. Manufacturer' s standard warranty shall be
provided.
