RESOLUTION N09 8454
OF THE
TRUCKEE DONNER PUBLIC UTILITY DISTRICT
ADOPTING ELECTRIC RULE NOe 12
DEFINING ELECTRIC CONNECTION AND FACILITIES FEES
WHEREAS, the public interest is to be served by the implementation
of consistent, concise and understandable electric policies and procedures;
and
WHEREAS, the policy concerning connection and facilities fees is in
need of updating,
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the
Truckee Donner Public Utility District as follows:
1 . Electric Rule No. 12 defining connection and facilities fees,
a copy of which is attached hereto, is hereby adopted,
2. All previous policies, resolutions and ordinances concerning
connection and facilities fees are hereby rescinded.
3. This resolution shall become of f ective 30 days f rom this date.
PASSED AND ADOPTED by the Board of Directors of the Truckee Donner
Public Utility District at a regulrar meeting held within said District on the
4th day of September, 1984, by the following roll call vote:
AYES: Cooley, Corbett, Duffy, Hamilton and Maass.
NOES: None.
ABSENT: None.

POLICY STATEMENT
All applicants for electric service (new construction/reconstruction) are subject
to the following charges and fees:
12. 1 CONNECTION FEES - TEMPORARY SERVICE
The Di 11trict will provide two types of temporary service; one which will be re-
moved and not become permanent, and one which will become a permanent service.
1 A) Temporary _service = The actual cost of temporary service installa-
tion and subsequent removal will be charged to include the labor,
overhead, material, account set-up and administrative costs. The
applicant will be required to pay the estimated charges plus de-
posits prior to the provision of service.
B) Temporary service for construction ur oses - The connection fee
for temporary service is a charge determined by the District to
establish service to a temporary power pole for construction pur-
poses. It includes, but is not limited to, the cost of material,
labor, overhead, administrative and general charges to provide the
service conductor/cable and account set-up costs.

The connection fee is based on labor and overhead to install the
overhead service conductor from the District's overhead distri-
bution system to the applicants temporary power pole (not to ex-
ceed 200' in length) plus the cost of material used for the tem-
porary service which cannot be made a part of the permanent ser-
vice. The fee will include set-up and administrative costs, and
is made a part of the permanent single phase connection fee,
The cost of the meter, transformer, overhead conductor and per-
manent connection transfer and included in the permanent over-
head service connection fee.
2) Temporary service to become e�-manent Sin le phase _ underground

The connection fee is based upon the labor and overhead for the
installation and subsequent removal of the temporary service. It
includes the cost of all material used for the overhead service
drop in addition to set--up and administrative costs, and is made
a part of the permanent, single phase connection fee.
The cost of the meter, transformer, underground cable and per-
manent connection are included in the permanent underground
service connection fee.

3) Temporary_ service to become permanent three 2hase - overhead
or underground - The connection fee is based upon the labor
and overhead for the installation and subsequent removal of
the termporary single phase service. It includes the cost
of all material used for the overhead service drop in addi-
tion to set-up and administrative costs.
The cost of the permanent three phase service connection is
charged at actual costs.
12.2 CONNECTION FEES - PERMANENT SERVICE
The connection fee is a charge determined by the District to establish a new
service. It includes, but is not limited to, the costs of material, Labor,
overhead, general and administrative costs to provide the service conductor
and cable, metering, a proportionate share of the transformer costs, and the
account set-up costs.
A) Single phase
1) The metering portion of the connection fee is based upon the
installation of one single phase, 120/240, Class 200 self
contained meter. Should the service require more complex
metering, the customer shall be liable for actual costs in
excess of the aforementioned single phase meter.
2) The transformer costs are based upon the service being allow-
ed with one-eighth of the installed 'cost of a 50 KVA► trans-
former. In the event that a customer's service requires a
greater portion of the installed cost than is allowed for in
the current connection fee, the connection fee may be adjust-
ed to include the excess cost. Should the service require a
non-standard transformer, the applicant may be required to
provide same.
3) The connection fee allows for up to 100 feet of service cable
for underground services. The applicant will be required to
pay for the installed cost of the service cable in excess of
100 feet.
4) The customer may receive temporary service for construction
purposes by paying an increased permanent connection fee.
B) Three phase
1) The connection fee for three phase service will include the
actual cost of material, labor, overhead, general and admin-
istrative costs to provide the service conductor/cable, meter-
ing, transformer and the account set--up costs.
2) The meter, transformers, conductor/cable and material will be
charged at actual costs, or provided by the applicant, at the
discretion of the District.

12.3 CONNECTION FEES - PERMANENT SERVICE, MULTIPLE (SINGLE AND THREE PHASE
In the event that a service requires (multiple metering, the original service
will be governed by the connection fees for a permanent service. Subsequent
connections made from the same service drop will be subject to the applicable
metering, transformer and account set--up costs in addition to the facilities
fees.
1294 FACILITIES FEES
The facilities fee is a, charge determined by the District to cover the appli-
cant's pro rats share of the cost of the existing supply facilities and any
expansion or additions thereof which are required to serve the applicant. The
cost of future facilities shall be included in the facilities fee in order to
maintain an equitable distribution of benefits received between present and
future service connections.
12.5 SERVICE FEES
Any customer requesting work for their sole convenience will be charged the
actual cost of the service performed including material, labor, equipment,
overhead and any appropriate facilities fees (see Miscellaneous Electric Ser-
vice Fees, Page E-25).
1296 EXPIRATION
Fees paid will be of f ective f or a period of one year f rom the date of applical-
t ion. Applicant may be subject to payment of increased fees if the permanent
connection has not been made within the specified time period.
This rule shall apply to those applicants who have previously paid connection
fees but have not yet received permanent service. Such applicants may be sub-
ject to payment of increased connection fees if the permanent connection has
not been made within one year from the effective date of this rule.
