HomeMy WebLinkAboutRES 1983-45 - Board r RESOLUTION NO. 83-45 OF THE TRUCKEE DONNER PUBLIC UTILITY DISTRICT PURSUANT TO CALIFORNIA PUBLIC UTILITY DISTRICT ACT SECTION 16504 DECLARING THAT THE REBUILDING OF THE TAHOE DONNER SUBSTATION REQUIRES EMERGENCY ACTION WHEREAS, the District' s General Manager and staff have determined that the Tahoe Donner Substation received a peak load condition of 7.2 M.V.A. during the winter of 1982am83; and WHEREAS, the existing capacity of the Tahoe Donner Substation is 3.75 M.V.A. ; and WHEREAS, the loading experienced in the winter of 1982-83 was in excess of two hundred percent (200%) of the name plate rated capacity on the transformers= and WHEREAS, extensive damage may have occurred to the existing transformers; and WHEREAS, Tahoe Donner Subdivision has experienced overloading since 1979 for durations in excess of four (4) months; and WHEREAS, the existing buss structure of the Tahoe Donner Substation indicates evidence of excessive heating; and WHEREAS, all of the above conditions amount to a serious need for repair and replacement of the Tahoe Donner Substation in order to maintain safe and reliable electrical power to the Tahoe Donner Subdivision; and WHEREAS, the District has reviewed and relied upon the recommendations of its consultants including R. W. Beck Associates and Ingo Nikoley, and has also considered the opinions of Electrical Engineers Tom Shaw and Harry MacDonald, the consensus of whom urge rebuilding of the Tahoe Donner Substation; and WHEREAS, the California Public Utility District Act Section 16504 provides as follows: In cases of great emergency, by the consent of at least two-thirds (2/3) of its members, the Board may at once dui or cause to be done without notice all repair or replacement work necessary to meet the emergency= NOW THEREFORE BE IT RESOLVED that the Truckee Donner Public Utility District Board of Directors recognizes and acknowledges the extreme emergency existing at the Tahoe Donner Substation and directs that the following action be taken: 1. Immediate purchase of appropriate 31,000 to 5,000 K.V.A. transformers, supporting regulators, circuit breakers, buss structure, current transformers, metering devices, and related appurtenances and materials= and 2. Redevelopment of the existing ground; and 3. Re-rocking of the existing Substation; and ` 4. Re-rocking and preservation of the existing access road. IA- NOW, THEREFORE BE IT FURTHER RESOLVED that the Truckee Donner Public Utility District Board of Directors direct and authorize that the funding for the emergency work described above be obtained from the existing District funds on reserve as follows: 1. That an emergency loan be made from the restricted funds of the District to be structured as to require repayment within two (2) years; and 2. That interest on such loan shall be charged in an amount equal to the interest earned on funds deposited in LAIF; and 3. That the source of revenues for repayment of•ethe emergency loan be derived from the existing and future revenues of the electrical system. PASSED AND ADOPTED by the Board of Directors of the Truckee Donner Public Utility district at a meeting held within said District on the 25th day of July, 1983, by the following roll call vote: AYES: Hamilton, Maass, VanLandingham and Corbett.
