HomeMy WebLinkAboutRES 1981-21 - Board RESOLUTION NO. 8121 OF THE TRUCKEE DONNER PUBLIC UTILITY DISTRICT APPROVING EMPLOYMENT CONTRACT - JAMES HANSEN AND ASSOCIATES WHEREAS, the Truckee Donner Public Utility District desires to explore alternative and economical sources of electrical power including hydrogenera- tion, cogeneration, solar power and coal fired energy producing plants; and WHEREAS, James Hansen and Associates, Incorporated, consulting engineers, have proposed to provide engineering work, technical assistance, and consulta- tion concerning potential power suppliers including Friant Power Authority, surplus power suppliers in the Pacific Northwest, and power suppliers affil- iated with the Western Area Power Administration; and WHEREAS, said engineers have proposed to perform such work in accordance with the letter Agreement dated February 12, 1981, a copy of which is attached hereto as Exhibit "A" and incorporated herein by reference, which Agreement has been read and approved by District Counsel and the Board of Directors; NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Truckee Donner Public Utility District as follows: 1. That the President of the Board of Directors be authorized to sign the letter Agreement with James Hansen and Associates dated February 12, 1981, engaging their services as outlined therein. PASSED AND ADOPTED by the Board of Directors of the Truckee Donner Public Utility District at a meeting held within said District on the 2nd day of March, 1981, by the following roll call vote : AYES: Kuttel, Maass and Huber. Box 3o9 Truckee3 CA 95734 ATTN: Roberta Huber President Proposal-, Engineering Services for Obtaining a Cost- Effective Long Range Power SUP2-ly Dear Roberta: This proposal details the engineering work and technical assistance related to the location and obtaining a cost-effective long range power supply for Truckee-Donner Public Utility District, All potential power supplies, such as hydrogeneration from Friant Power Authority, future co-generation and solar power developments , firm power supplies from Western Area Power Administration, and surplus power supplies from the Pacific Northwest, and/or coal fired plants located in Nevada or Utah will be analyzed for cost-effectiveness as long range power supplies for Truckee-Donner PUD. In the immediate future, a proposal to Friant Power Authority RFP will be prepared and comments on WAPA marketing plans for the additional 102 mw will be prepared. The proposal contained herein is contingent on the approval of the Board of Directors for Truckee-Donner PUD. Kenneth Peters , California 0 Office Manager and Senior Engineer3 will be assigned to the project and w ill 'be assisted as necessary by James Hansen and John Boudreau, Registered Professional Engineers in the State of California. _QUALIFICATION AND EXPERIENCE For the past five years , James Hansen and Associates , as engineering consi-iltants to the State of California, Department of Water Resources , has been involved in the evaluation of the possibilities of anti-trust actions against California public power companies , evaluation- of renewable energy sources , and p reliminary feasibility studies of small scale hydro sites located within California. The assigned engineers have extensive experience in determining the value of power and the appropriate wheeling rates , and. in power negotia:tions in California, Oregon and Washington. Also, the firm has had extensive- experience in similar work in the Northeastern United States and particularly in the states of New York and Vermont. Attached are the 0 firin's "Qualifications and Experience"& g 101100-110 Roberta Huber 2 February 12, 1981 SCOPE OF SERVICES James Hansen and Associates proposes to undertake the following 10 engineering services for Truckee-Donner PUD: 1) By February 18, 1981, analyze and prepare technical information for a proposal to answer Friant Power Authority Request for Proposal to purchase 24 mw of hydroelectric power. 2) By February 27, 1981, prepare comments to WAPA on their power marketing plan as presented in the Public Information Forum of January 14, 1981. Included and emphasized should be tech- nical information and reasoning for the consideration of Truckee-Donner PUD, a preference agency. Monitor and provide continuous evaluation of WAPA's market plan until final alloca- tions have been made; estimated completion is December, 1981, 3) Prepare the necessary engineering data and provide assistance in preliminary negotiations for wheeling any future power supplies throughout Pacific Gas and Electric) and Sierra Pacific Power systems., 4) Observe the development of, evaluate, prepare necessary proposals , and provide assistance in answering any requests to obtain pos- sible future power supplies. 5) As requested, results of services will be reported, written or verbally, to the Board, 6) Our continuing services will be provided on demand by the Board of Directors or its designated representative. ESTIMATED COST For calendar year 1981 , we estimate the cost of providing the con- sulting services outlined above at $5 ,000 and agree not to exceed such amount without prior approval from the Board of Directors. Billing for consulting services will be by monthly invoices based upon actual time and expenses in accordance with our Standard Hourly Rates, a copy of which is attached. (5) Travel time between Sacramento C-And Truckee - $50 per round trip. (6) Travel expenses $ .20 per mile.
