HomeMy WebLinkAboutRES 1991-10 - Board RESOLUTION NO. 9110 OF THE TRUCKEE DONNER PUBLIC UTILITY DISTRICT APPROVING SCOPE, ENVIRONMENTAL DOCUMENTS AND NOTICE OF EXEMPTION FOR THE TAHOE DONNER PIPELINE REPLACEMENT PROJECT WHEREAS, District staff has recommended, and the Board of Directors of the Truckee Donner Public Utility District has agreed, that certain pipelines in Tahoe Donner be replaced; and WHEREAS, staff and Consulting Engineer, SEA, have prepared a map and list detailing the extent of pipeline to be replaced; and WHEREAS, District Civil Engineer, Andy Hyde, has prepared a preliminary review, environmental assessment and Notice of Exemption as required by the California Environmental Quality Act; NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Truckee Donner Public Utility District as follows: 1. That the map and list prepared by staff and SEA detailing the extent of the pipeline replacement project, attached hereto as Exhibit "A", be approved. 2 . That the environmental documents and Notice of Exemption for the project be approved for filing with the County of Nevada. Passed and adopted by the Board of Directors of the Truckee Donner Public Utility District at a meeting duly called and held within the District on the 18th day of March, 1991, by the following roll call vote: AYES: Corbett, Curran, Maass, Sutton and Aguera. The answers to the following questions comprise the applicant's analysis of the environmental impacts expected from the proposed project. This form will be coupled with the Project Information Form to be the Applicant;s initial environmental questionnaire. Upon review of the project by the Truckee-Donner Public Utility ..... This could take the form of additional technical, engineering or other information and/or the need to complete the Expanded Environmental Impact Analysis Form. Projects that are anticipated to have complicated environmental issues may be filed with the Expanded Environmental Impact Analysis Form. Instructions: 1. Answer all questions "yes" or "no" . 2. All "yes" and "no" answers must be discussed to explain the simple response. Such discussion should incorporate factual, technical and/or engineering information when necessary to support the response. 3. Hyde, District Civil Engineer For Truckee Donner Public Utility District TAHOE DONNER PIPELINE REPLACEMENT PROJECT PRELIMINARY REVIEW ENVIRONMENTAL IMPACT ANALYSIS ENVIRONMENTAL SETTING 1. Project Description Approximately 71, 000 lineal feet of existing water pipeline in the Tahoe Donner subdivision will be replaced. These pipelines were installed when the subdivision was constructed between 1971 and 1975. They have reached the end of their useful life due to excessive leakage caused by corrosion of the steel pipelines. The total length of pipelines in the Tahoe Donner subdivision is roughly 341, 300 lineal feet. The pipelines to be replaced represent about 20 percent of the total. The remaining 80 percent of the lines have not displayed the same severity of leakage and are not scheduled for replacement at this time. The pipeline replacement will involve the installation of new ductile iron water mains parallel to the existing steel mains. The new mains will be coated to prevent corrosion. New service and fire hydrant laterals from the main to the property lines will also be installed so that only new piping material will be located beneath the paved roadways. The new pipelines will be the same size as the existing lines that they replace. A map showing the locations of pipelines to be replaced, and a list indicating lengths, are attached. Construction is scheduled to begin in May of 1991 and should be completed by the end of 1991. 2 . Project site prior to this project The project site is a developed subdivision. The Tahoe Donner Subdivision is primarily residential. There are over 6000 residential lots within the subdivision. Approximately 45% of the lots are currently developed. The remaining 55% of the properties are vacant, undeveloped lots. The subdivision is served by public water and sewer, electricity, phone, cable TV and paved county roadways. The topography varies from meadow land to hills. The new pipelines will be located along the edge of the existing paved roadways. These areas have been disturbed during previous construction, and this project will not affect sites of historic or cultural significance. 3 . Surrounding Property Land along both sides of all roadways in which pipelines will be replaced is residential, mostly single-family lots with some multi-unit residential properties along a small number of streets. Vegetation is typical of the east side Sierra Nevada ° - mountain range. Grasses are found in only a few places. Bushes are sage brush and manzanita. Conifers such as White Fir, Jeffery and Lodge Pole Pine are common. Small animals such as mice, rabbits and squirrels abound. Larger game such as coyote and deer occasionally frequent the area. DISCUSSION OF "YES" AND "NO" ANSWERS Permanent effects of this project will be negligible. Since the project is a like-sized replacement of existing water lines in developed roadways, no alteration of existing features will occur. Capacity of the system will no be increased, and this project will not alter population growth or location.
