APPROVING THE NEGATIVE. DECLARATION
FOR PURCHASE OF SPPCO DISTRIBUTION CIRCUIT ON GLENSHIRE DRIVE
AND AUTHORIZING FILING WITH THE_COUNTY. OF NEVADA
WHEREAS, the Board of Directors of the Truckee Donner Public Utility District approved
the pu'chase of electric distribution facilities owned by Sierra Pacific Power Company
along -chase
Drive; and
WHE.r3EAS, Sauers Engineering, consulting engineer for the District, has conducted a
review in accordance with Section 15302(c) of the California Environmental Quality Act
Guidelines and prepared the appropriate Notice of Determination and Negative
Declaration for the project;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Truckee Donner
Public Utility District as follows:
1. That the Notice of Determination and Negative Declaration for the
project be approved and filed with the County of Nevada.
2. That a finding of de minimis impact for the project be made.
3. That filing of the Department of Fish and Game Certificate of Fee
Exemption be authorized.
PASSED AND ADOPTED by the Board of Directors at a meeting duly called and held
within the District on the 21st of September 1992 by the following roll call vote:
AYES: Corbett, Maass, Sutton and Aguera.
NOES: None.
ABSENT: Curran.

appurtenances from Sierra Pacific Power Company.
Finding: It is hereby found that the above named project will
not have a significant effect upon the environment.
Initial: An initial study of this project was undertaken
Study: and prepared in accordance with Article V of the
District' s local environmental guidelines and Section
15063 of the EIR Guidelines for the California
Environmental Quality Act for the purpose of
ascertaining whether this project might have a
significant effect upon the environment. A copy of
such initial study is attached hereto and incorporated
herein by reference. Such initial study documents
reasons to support the above finding.

ENVIRONMENTAL INITIAL STUDY
September 1992
Prepared pursuant to Article V of the Environmental Guidelines of the District
I. Project Title:
Purchase of Sierra Pacific Power Company distribution line.
II. Full Description of Project:
Purchase of approximately 4,705 feet of existing electrical distribution lines
including poles, transformers, meters, and miscellaneous hardware. The
distribution line is single phase, 14 kilovolt and includes four service drops with
associated transformers and meters. The purchase will also include any rights of
way associated with the existing line.
III. Enemy Usage of Project.
This project will not involve any substantial energy usage.
IV. Exact Location of Project: (If construction or a similar activity is involved, give
street names, addresses, or other geographical data sufficient to enable a resident
of the District to identify the physical location of all aspects of the project. A
metes and bounds description should be avoided if at all possible. A map may be
attached in lieu of, or in addition to, the verbal description.):

V. Public AP_encies: (List public agencies, if any, other than the District, which must
approve, or give a permit for the project.):
None.
VI. Reason for Project:
Sierra Pacific Power Company is currently providing electric service to four
customers from an existing line within the TDPUD's boundaries. Acquisition of
this distribution line and services would allow the District to serve those
customers.
VII. Compatibility with Zoning and Planning (Discuss whether the project is
compatible with existing zoning and plans.):

VIII. Environmental Settings of Project: (This description should be completd enough
enable a person not familiar with the geography of the District to envision the
environmental setting of the project. Any unusual features such as scenic
resources, historic buildings, unusual flora or fauna or similar unique qualities of
the setting should be noted.):
The western portion of the project is located in the area between the Truckee
River and the Southern Pacific Railroad tracks. the line runs adjacent to a dirt
access road used for railroad maintenance. the area is generally flat, sloping
slightly to the east. Vegetation is mostly sagebrush.
The eastern portion of the project is located along Glenshire Drive east of the
Olympic Heights subdivision. Vegetation is generally grasses, weeds, and brush.

Fin '.ings of Exemption:
An initial study has been conducted by the Truckee Donner Public Utility District
so as to evaluate the potential for adverse environmental impact.
When considering the record as a whole there is no evidence before the Truckee
Donner Public Utility District that the proposed project will have potential for an
adverse effect on wildlife resources or the habitat upon which the wildlife
depends.
The Truckee Donner Public Utility District has, on the basis of substantial
evidence, rebutted the presumption of adverse effect contained in Section
753.5 (d) of Title 14, Code of California Regulations.
Certification:
I hereby certify that the Truckee Donner Public Utility District has made the
above findings of fact and that based upon the initial study and hearing record the
project will not individually or cumulatively have an adverse effect on wildlife
resources, as defined in Section 711.2 of the Fish and Game Code.
