ENERGY EFFICIENCY PROGRAM WHEREAS, the Truckee Donner Public Utility District is a citizen owned, customer oriented political subdivision of the State of California with primary responsibility for providing services relating to the electrical and water needs of its customers, present and future; and WHEREAS, a major goal of the District is to establish policies and programs that achieve cost effective conservation and support the efficient use of energy and water resources; and WHEREAS, the District's consumer/owners are best served and will be afforded the lowest overall cost of energy, including societal costs, if energy efficiency is effectively practiced by the District and its consumer/owners; NOW, THEREFORE, BE IT RESOLVED by the Board of Directors that the Truckee Donner Public Utility District hereby endorses a policy of equivalent treatment of demand side management and supply resources in order to analyze, commit to and acquire the mix of supply and demand-side resources that best achieve the District's goals. The District subscribes to a number of precepts supporting this policy. They include: 1. Utilities should recognize the economic and environmental imperative of energy efficiency forconsumerownedsuppliers of electricity throughout California and the nation. 2. Utilities should employ integrated resource planning in order to optimize the balance of supply and demand-side resources. 3. Utilities should implement and continue to support all energy efficiency programs found to be cost-effective and appropriate. 4. Utilities should provide leadership in energy efficiency through electric utility industry cooperation and support, innovation and by adopting an organizational philosophy that promotes energy efficiency. 5. Utilities should provide the staffing and funding necessary to achieve those program goals that are determined to be cost-effective and appropriate. 6. Utilities should embrace and strive to implement the model programs outlined below. a) Integrated resource planning that is based on the total resource cost test or other generally accepted cost effectiveness test defined in the Model Plan for Energy Efficiency. b) Integrated resource planning that includes environmental externalities associated with power supply resources of energy efficiency programs. c) Integrated resource planning that includes assessment of rele van t societal benefits of energy efficiency programs and power supply resources. d) Rate structures and incentive rates that promote energy efficiency. e) Maximization of internal efficiency of utility operations in areas of generation and transmission, distribution system loss reduction, and .. operations of utility facilities and buildings. f) Customer outreach,public education andmarketing programs to promote energy efficiency. g) Technical assistance programs to provide energy efficiency related services to customers such as conservation audits, weatherization, new technology introduction, and quality of service assistance. h) Designation of a specific individual to serve as Energy Efficiency Coordinator with the responsibility to integrate energy efficiency into the staffing and resource budgets of the utility; to assure coordination of program planning, evaluation, implementation, marketing, load monitoring as well as working with trade allies, obtaining industry cooperation, gaining support from other entities, and providing overall leadership and guidance to the utility's energy efficiency efforts. i) An evaluation system to measure and monitor results and to provide a feedback mechanism that allows validation of results and facilitates necessary adjustments. PASSED AND ADOPTED by the Board of Directors at a meeting duly called and held within the District on the 16th day of February 1993 by the following roll call vote: A YES: Corbett, Jones, Maass, Sutton and Aguera.
