WHEREAS, the Truckee Donner Public Utility District believes that timely construction of the SR 267
bypass project is of vital importance to the Truckee-North Lake Tahoe region serving both local
residents and businesses, as well as intrastate and interstate traffic; and
WHEREAS, it is critically important that construction of the bypass project remain on the current
CalTrans construction timeline, commencing physical construction in 1999, and
WHEREAS, CalTrans has indicated a change in construction plans that will allow continuation of the
bypass project north from Interstate 80 connecting to State Route 89 North; and
WHEREAS, the proposed modified construction plan also calls for the closure of the four existing
on and off-ramps in the current 89N/80 interchange, and
WHEREAS, it is vitally important to this community that at least two of the existing ramps at that
interchange remain open (the existing eastbound off-ramp and westbound on-ramp); and
WHEREAS, retaining these ramps will actually decrease local traffic congestion as well as improve
overall circulation throughout the region, and
WHEREAS, the Truckee Donner Public Utility District has been working cooperatively with the Town
of Truckee and other local and regional agencies and interest groups to formulate a coordinated
response to CalTrans'plans;
NOW THEREFORE BE iT RESOLVED by the Board of Directors of the District that CalTrens be
urged to immediately develop plans that will allow construction of the 267 bypass on the current time
schedule while retaining the existing eastbound off-ramp and the existing westbound on-ramp at the
89N/1-80 interchange.

PASSED AND ADOPTED by the Board of Directors at a meeting duly called and held within the
District on the seventh day of January 1998 by the following roll call vote:
AYES: Aguera, Hemig, Jones and Maass.
NOES: None.
ABSTAIN. Sutton.
