TRUCKEE DONNER PUBLIC UTILITY DISTRICT
ACCEPTING THE DEPARTMENT OF HEALTH SERVICES'
CONDITIONS FOR TEMPORARY USE OF THE DONNER CREEK WELL
WHEREAS, the District has need of the temporary use of Donner Creek Well as a drinking water
source from June 15, 1999 to September 15, 1999; and
WHEREAS, the Department of Health Services has declared the Donner Creek Well to be under the
influence of surface water; and
WHEREAS, a new water supply, the Martis Valley Well, is planned for the 1999 construction year
but will not be completed in time to meet this year's high summer season demand; and
WHEREAS, the District must comply with state and federal regulations for surface water treatment
in order to utilize the water from Donner Creek Well for drinking water purposes;
NOW THEREFORE BE IT RESOLVED that the Board of Directors of the District agree as follows:
1. The District will fund and complete construction of a new well in the Martis Valley with an
approximate capacity of 2,500 gpm. A test well will be completed on the approved site by
.. August 1, 1999. Pending water quality and water quantity test results on the test well, a
production well will be drilled and completed by November 1, 1999. Following drilling of the
production well, the project will be completed by construction a well building, installing a pump
in the well, installing electrical systems and connecting the well to the system via a new
transmission pipeline. The new well will be fully operational and able to produce water by May
15, 2000.
2. The District will submit a plan to the Department of Health Services by June 1, 1999
describing the water conservation measures the District will undertake during 1999 to
decrease the magnitude and frequency of peak water demands in the system.
3. The District's SCADA system will control the operation of the Donner Creek Well so it is the
last source to be placed in operation.
4. The water from the Donner Creek Well will be continuously chlorinated and a minimum
chlorine residual of 1.0 mg/1 will be maintained at all times in the water entering the
distribution system.
5. The pump stations at Northside, Donner Trails and Soma Sierra will be upgraded by replacing
existing pumps and installing new pumps to increase the capacity of Northside to 6,000 gpm
and the capacity at Donner Trails and Soma Siena to 4,000 gpm each. These increases in
pumping capacity will be accomplished by July 1, 1999.
6. The planned temporary booster station on the Olympic Heights pipeline, which will supply an
additional flow of approximately 300 gpm from the Glenshire Drive Well into the Northside
"" zone, will be in operation by June 1, 1999.
7. Modifications to the system that will allow the transfer of up to 500 gpm of water from
theProsser system into the Northside zone will be in operation by May 15, 1999.
8. After 1999, the Donner Creek Well will be used to supply only irrigation water. It will not be
used to supply domestic water in the future unless the required treatment facilities are
provided.

District on the 19t' day of May 1999 by the following roll call vote:
AYES: Maass, Sutton and Hemig.
NOES: None.
ABSENT: Aguera and Jones.
